This represents approximately 36% of the SPD area, and with other more formal open spaces, the total green infrastructure would approach 50%. This quantum of provision provides significant scope to achieve a biodiversity net gain through the creation of high quality habitats as well as multi-functional and formal open spaces. Any significant reduction is likely to lead to measurable net losses in biodiversity or require off-site biodiversity offsetting.

Notwithstanding the proposed onsite provision, development on the scale proposed at Bourn should take account of the interface between new communities and their wider surroundings. There is likely to be an increase in off-site recreational visits to adjacent outdoor recreation sites, the closest being the National Trust's Wimpole Hall Estate. National Trust welcome an opportunity to engage in future dialogue with the local authority, developers and community representatives with a view to encouraging sustainable travel patterns and responsible recreational activity.

Whereas the Highways Infrastructure is listed as dependent on the Transport Assessment, it is the scrutiny of the content of this assessment that needs to be mandated. Stakeholders (affected villages) must be included in setting the Triggers.

The current plans put forward by Countryside do not bear up to scrutiny in that they are built upon trip rates and modal shifts from cars to buses which are not experienced anywhere else in the area and not apparently evidenced.

To produce figures which cannot be supported by local villages will deliver levels of traffic that the local roads cannot support.

Costs are rightly allocated to Developer and CCC, the price of inadequate delivery will be for the villages.

Therefore Schemes 10 to 15 must include Village stakeholder representation throughout the process and ongoing monitoring, and agreement to physical remedial measures and timing of such.

It would otherwise be too easy for the Developer to under-provide.

6.5 DEVELOPMENT PHASING AND INFRASTRUCTURE DELIVERY

The proposal for the site states that:

The following principles will apply and will be secured via the planning application process:
-Appropriate phasing for the delivery of off-site highway improvements, including those designed to mitigate localised impacts.
- Appropriate phasing of public transport, cycling and footpath improvements that will encourage new residents to adopt more sustainable modes of transport

Referring back to comments about direct access to the A428, there is an acknowledgement in the above statements as well as in the Infrastructure Delivery Plan on pages 75-76, Table items 9 to 15 that there will be impacts on local roads and this needs to be mitigated via highway improvements.

The SPD is specifying off-site mitigation to the traffic problems that will be created by the site. This is unacceptable.

The Local Plan examination report from the Planning Inspector states in paragraph 87:
'There is a degree of scepticism from the local community about whether their concerns can be adequately addressed through the development management process'

The SPD HAS NOT PROVIDED THAT GUIDANCE. Instead, it has fudged the situation completely passing the responsibility to the applicant and Cambridgeshire County Council.

Stating that traffic calming will be needed - off site - is accepting the impact on neighbouring villages. It is pushing the problem to the villages and that is morally unjustifiable. Furthermore, in policy terms, there is opportunity for the site to mitigate its own problems by providing direct access to the A428.

The County Highways & Transport Infrastructure committee have accepted the principle of this direct link to the A428, therefore South Cambs should be liasing directly to ensure this principle is followed and implemented.

6.4 QUANTUM OF DEVELOPMENT

The SPD provides an indicative land use budget in Figure 57, page 87. It shows employment provision on an area of 13.3 hectares. However, the SPD on Page 23 Figure 21 shows only one site for employment - the Diageo/DB Group site. It also refers in general terms to this in line 44 on page 82 of the Infrastructure delivery plan.

This was an existing employment site which is not owned by Countryside Properties/Taylor Family. The SPD does not make clear in any written form if that is the only employment site to be provided for the new village. It is especially important to make the clarification as the new village should also provide its own employment uses as per South Cambridgeshire local plan policy.

It has always been clear that the Diageo site is separate to the new village and therefore the new village should be providing employment opportunities.

Recommendation

Identifying the employment space to be provided by the new village site and the Diageo/DB Group sites separately. The Diageo site should not be used to provide the employment that the Countryside/Taylor site is required to provide.

The provision in the SPD is woefully inadequate as stated in item 41 of the Infrastructure Delivery Plan on page 81.

The Cambourne surgery referred to is already over capacity and it takes weeks to get appointments. An extension to that is not going to be sufficient for an additional 9000+ residents of the proposed new village. There is no capacity at other local surgeries for example at Bourn.

Recommendation:

The SPD should require provision of a standalone doctor's surgery to make it easier to find a business that would take it on and provide much needed health care.

The County Council welcomes the recognition of the presence of the Bourn Water Recycling Centre (WRC), and the potential constraint it may pose for the proposed re-development of the Airfield. The WRC is safeguarded through the adopted Cambridgeshire and Peterborough Minerals and Waste Core Strategy 2011, and associated Site Specific Proposals Plan 2012, through Policies CS31 and SSPW7E respectively. Policy CS31 states:

"Waste Water Treatment Works Safeguarding Areas will be identified around existing (and allocated) waste water treatment works to prevent the encroachment of sensitive development which would give rise to future amenity issues and impose additional constraints on the operation of the waste water treatment works.

Waste Water Treatment Works Safeguarding Areas will be identified in the Site Specific Proposals Plan and defined on the Proposals Map, extending 400 metres around existing and proposed works, with a capacity exceeding 2000 population equivalent. The Waste Planning Authority must be consulted on any planning proposal within a Safeguarding Area except:
a. householder applications (minor development works relating to existing property)
b. advertisements

Within the Safeguarding Areas there is a presumption against allowing development, which would be occupied by people. This would include new buildings or changes of use of buildings to residential, industrial, commercial, sport and recreational uses.

Where new development is proposed within the Safeguarding Areas involving buildings which would normally be occupied, the application must be accompanied by an odour assessment report. The assessment must consider existing odour emissions of the waste water treatment works at different times of the year and in a range of different weather conditions.

Planning permission will only be granted when it has been demonstrated that the proposed development would not be adversely affected by the continued operation of the existing waste water treatment works."

Section 6.6 sets out the requirements for planning applications. The site is an airfield with a considerable amount of runway and hard surfacing which may require removal and recycling and as it is a strategic site the development should comply with Policy CS28 of the adopted Cambridgeshire and Peterborough Mineral and Waste Core Strategy. This will require the site wide planning application to include the submission of a Waste Management Audit and Strategy which will set out the anticipated nature and volumes of waste arising (demolition and construction). It must also set out the detailed measures to be put in place to minimise the waste arising; together with the steps that will be taken to segregate, source, store, recover and recycle that waste. Consistent with Policy CS28 provision should also be made for a temporary recycling facility to be in place throughout the construction phases of development. Specifying this requirement at this stage will allow any developer to reflect this is their proposal, and their detailed phasing plans.

Revisions to Spatial Framework Diagram resulted in loss of 1ha of development area following revisions to the structural landscaping on eastern boundary. Reduced net residential area to 86.5ha. Council's calculation of net residential area includes village centre and neighbourhood hub that will incorporate some residential development. At an average net density of 40 dpha overall dwelling capacity is 3,460 units. If sharing sports provision with schools is agreed with LEA, potentially reduce requirement for sports provision by 4-8ha, increasing net development area, facilitating a lower net density or increase in capacity.

Essential to secure principle of dual use of sports provision within schools in order to provide flexibility in density and capacity and broaden the overall potential range of house types. Particularly important given overall relatively long timescale involved in delivering the project and in order to respond to future changes in market and economic conditions.

Figure 57 indicative land use budget refers to 'Net Area'. In relation to schools this should be gross area.

Concern that Bourn Airfield SPD has far stricter requirements for preparation and submission of planning applications, compared with Waterbeach SPD. E.g. in section 1.5 it states that "Applications that fail to demonstrate a comprehensive approach to development, as set out in this document will be refused planning permission." Unreasonable and should be deleted. Bourn SPD states the Council requires a "site wide outline planning application", but this is not possible at Bourn Airfield because the two employment sites are in different control with former ThyssenKrupp site subject to a separate planning application (that does not cover the entire site boundaries), together with other land to south.

Also refers to a Statement of Compliance. No such wording in Waterbeach SPD and CP considers this to be overprescriptive and unnecessary. SPD sets out the requirement for Design Codes and Development Briefs, not required in the Waterbeach SPD.

As Waterbeach SPD has been adopted, it sets a precedent for dealing with Bourn Airfield in a similar way. There is no reason to treat planning application requirements and delivery of Bourn Airfield any differently. Request substitute, as appropriate, wording of Waterbeach Section 6.6 into Bourn Airfield SPD.
