6 INFRASTRUCTURE DELIVERY PLAN

Whereas the Highways Infrastructure is listed as dependent on the Transport Assessment, it is the scrutiny of the content of this assessment that needs to be mandated. Stakeholders (affected villages) must be included in setting the Triggers.

The current plans put forward by Countryside do not bear up to scrutiny in that they are built upon trip rates and modal shifts from cars to buses which are not experienced anywhere else in the area and not apparently evidenced.

To produce figures which cannot be supported by local villages will deliver levels of traffic that the local roads cannot support.

Costs are rightly allocated to Developer and CCC, the price of inadequate delivery will be for the villages.

Therefore Schemes 10 to 15 must include Village stakeholder representation throughout the process and ongoing monitoring, and agreement to physical remedial measures and timing of such.

It would otherwise be too easy for the Developer to under-provide.
