The description for the burial grounds saying approximately 300m² of land is likely to be required is too low. The 0.83 ha to be provided in the funding column would allow 30 years of burials based on the guidance in Arnold-Baker on Local Council Administration. (Amount of Land 33.13 At Two burials per Grave, one acre may be expected to last 70 years for each 2,000 inhabitants.)
Generally, you allow for a 30-year supply therefore:
1 year = 0.014acres /2000 residents
30 years x 0.014 = 0.42 acres/2000 residents
3500 dwellings X 2.8 = 9,800 residents
9800/2000 =4.9 x 0.42 = 2.058 acres (0.83ha)
