We support strong policies promoting active travel and cycling, but in family-oriented areas, cargo or oversized bikes often replace cars for school runs and shopping. Under 3.(a), while 5–10% of cycle parking is suggested for non-standard bikes, this proportion should be higher for family units, with secure, enclosed cargo bike spaces to reduce car dependency.
The policy should also include provision for taxi drop-off spaces, and for larger developments, taxi ranks near travel hubs or stations. Additionally, EV charging facilities should be provided for taxis and visitors to support sustainable transport.
We support robust policies which encourage active travel and cycling. However, for many areas with family accommodation, cargo/outsize bikes may replace a car and be used to transport children to school and back and for shopping. Can consideration be given under 3.(a) that whilst 5%-10% of cycle parking should be for non-standard cycles, this could be higher for a family unit where having enclosed, secure cargo bike parking would be valued and may reduce the need for a car.
Also, this policy should mention taxi drop off spaces (and for larger sites, a taxi rank if near a travel hub or station for example) and EV charging facilities for taxis and visitors.

Support for the policy is expressed, with a recommendation for clearer emphasis on the need for infrastructure to be developed early in projects, particularly in the introduction (para 10.68).
It is suggested that paragraph 2 clarify that phasing and conditions will be implemented in a stepped manner, allowing further construction only when necessary infrastructure is established to prevent delays in community facilities.
A recommendation is made to include specific wording to ensure developers construct roads to adoptable standards, as previously agreed at joint Cabinet, stating, 'In addition, developers are encouraged to design to adoptable standards and seek adoption of roads and spaces where possible.'
We support this policy but as previously noted in other sections, infrastructure must come forward early in developments. This should be made clearer in the intro (para 10.68).
In para 2, it should be made clearer that phasing and conditions to manage this phasing will be stepped, so only allowing further build out on site once the necessary infrastructure is in place. This would avoid situations where housing is built out and sold, but community infrastructure like schools or community hubs are delayed.
It is also important that the following wording is included here to ensure that developers build roads to adoptable standards (as agreed at joint Cabinet) "In addition, developers are encouraged to design to adoptable standards and seek adoption of roads and spaces where possible."

The extensive cycle provision to the front of the existing building is well used by residents and visitors to the local area and not just by users of the police station. This provides a vital contribution to secure cycle parking around Parker's Piece which is otherwise very limited. Can the supporting text make clear that this provision should be retained in any new development on the site, over and above that which will need to be provided for those living in the new building

We support the policy that is proposed. However, could an additional note be added to Supporting Information that the City Council is embarking on a placemaking project to develop a city centre vision which will be wider than planning policy but may suggest direction to achieving goals reflected in this policy, and that city centre development coming forward should have regard to this project as it develops.
