We support this policy in particular active ground floor uses and frontages to support natural surveillance.
However, this is missing the letterbox access guidance from the 2018 City local plan. Please can you add this back in (probably in 2, j) so it is clear that letterboxes should be at an accessible height (in the middle of the door) and that these should be accessible from outside the building for flats, without the need to ring for entry. Please can this also be added to para 7.20 so it includes letter boxes as well as the other services listed.

Support for the policy is expressed, but a clearer connection between job creation and housing needs for the growing workforce is requested.
Current targets for homes and jobs are seen as disconnected, which could hinder effective placemaking.
Emphasis on the need for a mix of housing types, both rented and for purchase, to be developed in alignment with job growth.
Concerns are raised that without proper housing development, workers may have to live outside the area, leading to long commutes and unsuccessful community establishment.
We support this policy but would like to see a clearer link between jobs coming forward and the homes needed for the growing workforce. Currently, whilst we have targets for both homes and jobs, these are not connected and for good placemaking, we need to be sure that homes, with a mix of types of homes both rented and to purchase, can come forward in time for those taking the additional jobs, on active travel routes or nearby. If we don't do this, workers will be forced to live outside the area, with long, usually car based commutes, and new communities won't be established successfully.

As we commented earlier for the policy Creating Healthy New Developments we would like to add on something around gambling and betting harm and restrictions on such outlets to avoid large concentrations in one area. We would support further evidence being gathered on this now so it could be included at Regulation 19.

The respondent supports the policy but highlights that Permitted Development regulations limit the Local Planning Authority's ability to regulate conversions of smaller dwellings to visitor accommodation, affecting housing availability.
Concerns are raised about the cumulative impacts of these conversions in Cambridge, particularly regarding disruptions from increased visitor traffic and the negative effects on local workers seeking rental properties.
The respondent requests further work on the policy before Regulation 19 to establish an evidence base on the impact of converting smaller dwellings and to ensure the policy remains robust against potential national policy changes.
We support this policy but currently, as a result of Permitted Development regulations, this does not allow the LPA to regulate conversions of smaller dwellings (not sui generis) to visitor accommodation or to consider the cumulative impacts of these conversions. This is an important issue around the city of Cambridge, particularly where the housing stock is being converted to short term lets with multiple units in the same road or district, both in terms of disruptions from additional comings and goings but also from the knock on effects for workers wishing to rent smaller properties which are no longer available on the rental or purchase markets. We would welcome further work on this policy before Regulation 19 to ensure that an evidence base of the impact of conversion of smaller dwellings is brought forward and to ensure that the policy is robust if national policy on this changes.
