Can this policy make reference to Fitzroy and Burleigh Streets' purpose as a focal point for local services to the immediately surrounding Kite community as well as an extension to the city centre. Please add that there should be priority given for retention of convenience shopping and larger anchor stores which serve both audiences.
Leisure use is missing from this policy so please add the following to Grafton Shopping Centre Point 4 “Retention of significant public leisure use".

Urgent need for a masterplan prior to further development
Need for a direct link in this policy between jobs and housing availability to ensure they come forward together.
Under point 27, it is very important that this policy is clear that the masterplan for CBC needs to come forward as a priority before future applications are considered. Currently this does not appear to be clear enough. Without a proper masterplan, this critical site risks being developed piecemeal with potential to cut across necessary active travel routes and future site wide provision for key infrastructure.
27 (b) should also include a direct reference to the need for an appropriate mix of housing to come forward (either on site or accessed via nearby active travel routes) at the same time as the jobs for those who will be employed on site in future. Currently there is no requirement for this and without a link between the two, we risk jobs coming forward earlier than housing becoming available, and either putting unacceptable pressure on surrounding areas with car parking or poor quality housing, or forcing workers into long commutes.

We support the high standards of these policies. It is important that all the climate policies allow for changes in national regulations so when a policy is mentioned (eg "Good Homes Overheating Toolkit") this is caveated with something like "and appropriate future updated standards" or "successor documents". This will ensure that our policies keep up with the fast changing climate agenda which will have moved on before future local plans are published.

We strongly support a robust water efficiency policy for all new developments, given the pressures on water supply in the area.
For 2 (b), this should be 90 lpppd rather than 90- 100 lpppd as otherwise everyone will aim for the 100 rather than 90.
