Timely provision of infrastructure, usually available before dwellings are occupied, is critical to successful placemaking and should be a priority. Monitoring must be backed up with resourced enforcement if infrastructure is not brought forward as agreed.

We support this policy but would note that for "iii. Railway (new pedestrian/cycle bridge to Chesterton Fen); " this should be called Fen Road and we would support the safeguarding of land on the NEC site to allow for a future road traffic bridge as well as a bridge for cycles and pedestrians, should Network Rail agree in the future to remove the level crossing and instead put in place a bridge (or tunnel).
