IWM is supportive of aims for supporting wellbeing and inclusion and can
make a significant contribution.

Volunteers play central role in day-to-day function of museum. Around 284 active volunteers each year, social value of that volunteering estimated at £923,000 per annum.

Evidence to suggest museums contribute to local health and wellbeing, including placemaking and identity, community engagement and social inclusion. Estimate wellbeing value of visitation to IWM Duxford is £1.2 million to £2.2 million.

IWM engages with 59,000 families through programmed activity annually and
welcomes a fifth of all East of England Schools.

IWM’s Access and Inclusion Strategy aims to build on success of IWMD in
welcoming disabled visitors. Approximately 10% of IWMD visitors disabled – national average is 8%. IWM included in Changing Places scheme expression of interest by South Cambs.

However, IWM and Caius are concerned that the resulting draft policies do not provide clear and supportive policies promoting the needs of the high technology clusters that Cambridge is famous for as required by the NPPF at Paras 81 and 83.

Implication of this policy is that outside defined areas development is focused on “local employment opportunities”. Opportunity to bring forward major new innovation cluster would be greatly limited as little support or flexibility for this.

Adopted South Cambridgeshire Local Plan Policy E/9 provides clearer and stronger strategic policy which permits employment clusters in suitable locations which draw on specialisms of Cambridge area in identified sectors and in…“other locally driven clusters as they emerge”.

GCLP should continue with Policy E/9 approach as closer accord with NPPF (Para 81 and 83). Would enable new innovation clusters in appropriate locations, and enable the area to continue as an engine for economic growth particularly in innovation sectors, also reflecting emerging OxCam ARC strategy.

J/VA: Visitor accommodation, attractions and facilities

IWM supports proposals for visitor attractions and can contribute to their achievement.

IWM Duxford, with nearly 390,000 visits per year, is largest attraction, ahead of Fitzwilliam Museum (353,000), and Botanic Gardens (305,000). Masterplan to drive visitor growth to 550,000 by 2030, increase market penetration from 2.4% to 4.1% in regional market where an undersupply of Museum & Heritage visits of approximately 9m per annum.

Attraction of museum, major air show events, conference and corporate hire facilities supplies the market for an on-site hotel, planning consent has been granted. Economic model identified under-supply of business and tourist accommodation and will contribute towards addressing this and supporting visitor economy.

Through direct, indirect, induced and visitor impacts, estimated IWM Duxford supports £43m in GVA and 1,040 FTE jobs in East of England.

We have commented at draft Policy S/JH that IWM and Caius consider that the jobs forecast maybe higher than the middle jobs forecast adopted by GCLP and increase in the plan’s jobs total would potentially mean an increase in the homes target over 2020-2041.

Proposals for a new Avtech air mobility and aviation centre at Duxford are accompanied with proposals to expand Duxford village to include 800 new homes to meet people’s needs, new community facilities, a green link from Whittlesford Parkway, creation of a 40 ha country park to increase BNG, embracing of low carbon development and lifestyles, and support for a work life balance by enabling the proposed Avtech employment to be conveniently located to the new homes and community facilities.

I/AD: Aviation development

GCLP proposes to carry forward aviation policy included in South Cambridgeshire Local Plan (T1/5). Proposed policy does not refer to T1/5 (1) (a) which takes into account ….” The economic, employment or emergency services advantages likely to accrue to the area”.

IWM and Caius ask that GCLP Policy I/AD fully recognises and supports potential economic benefits of aviation growth in assessing proposals and reflects NPPF 104.

IWM will expect GCLP to align with any revisions to CAP738 currently being proposed by CAA to enhance clarity on protections for airfields from local development.
