As such IWM Duxford (IWMD) and Caius College (who are both leading players helping underpin Cambridge’s fast growth and innovation) support a GCLP strategy that supports and plans for continuing economic growth and innovation hubs, as well as the homes needed to reduce commuting into the area in a way that minimises environmental impacts and improves the wellbeing of communities.

Current jobs and homes targets may fail to reflect future needs, NPPF policies and innovation corridors goals. Revisit jobs and housing needs and targets.

Centre for Cities report, within economic corridors including Oxford-Cambridge ARC, UK Innovation Corridor and Cambridge Norwich Tech Corridor (promoting employment and innovation clusters). Significant transport infrastructure investment, including East-West Crossrail and new rail hub at Cambridge South. NPPF Para 81 requires plans to support economic growth and productivity.

Middle jobs forecast may significantly underplay and restrict future growth potential and does not reflect emerging objective for Ox-Cam Arc. Agree housing delivery needs to meet need from increased new jobs to reduce in commuting and help address affordability, and homes target of 44,000 would need to be increased.

Representation Summary:

IWM and Caius are generally supportive of overall development strategy. However, it must be applied flexibly so opportunities for new economic innovation clusters in suitable locations where no other reasonable alternative sites exist should not be missed, NPPF 82(d).

Key employment sites have been growing mainly to south with key residential sites to north and west of the city. Development strategy should encourage innovative clusters in appropriate locations with associated new homes and community infrastructure to ensure a sustainable spatial strategy.

IWM and Caius are developing sustainable proposals for globally significant aviation/air mobility innovation centre at Duxford, with an expansion of Duxford village for a sustainable mixed use scheme with enhanced links to Whittlesford Parkway.

IWM Duxford is internationally established visitor, conservation and innovation centre. See IWM Economic and Social Impact Assessment (2019)

Reputation as a hub for innovation is established, attracting occupiers and interest from across aviation industry. IWM working with Caius College to provide additional site capacity and infrastructure to substantially expand the Avtech commercial businesses cluster, complementary to IWM visitor and conservation roles.

IWM and Caius consider their proposals submitted as part of Call for Sites 2019 and 2020 align with GCLP objectives for Rural Southern Cluster and should be included.

IWM and Caius are supportive of S/SCP/WHD Whittlesford Parkway Station Area, Whittlesford Bridge. Keen to work with Greater Cambridge Partnership to explore delivery of Whittlesford Parkway Masterplan.

IWM is very keen to work with Greater Cambridge and Greater Cambridge Partnership to shift to sustainable transport routes for visitors, staff and volunteers. Given the scale of IWM’s economic impact in the region (£43m GVA), and ambitions for growth and the volume of potential road journeys this equates to, IWM asks that IWM is considered a key stakeholder in sustainable transport plans.

IWM is encouraged by GCP Making Connections consultation emphasis on accelerating the development of greenways and regular bus routes to connect Royston to Whittlesford and Cambridge via Duxford.

Land east of M11, west of Duxford, Duxford (HELAA site 40095)

IWM and Caius responded to 2019 and 2020 “call for sites” (Reference 40095) to promote a globally significant aviation and air mobility innovation centre with associated proposals to expand Duxford village to provide new homes and community facilities for existing residents and those working and linked with Whittlesford Parkway for sustainable movement and access.

HELAA assessment found the proposals “available” and “achievable” but considered them “unsuitable” primarily because of impact on immediate historic environment around Duxford village.

Attach report with our updated assessment of criteria. It is considered a number of assessment criteria should be re-considered and the sites accepted as suitable and included as an allocation.

HELAA did not appear to include any assessment of overall economic, infrastructure and public benefits.

Climate change

Representation Summary:

IWM and Caius are supportive aims to transition to net zero carbon by 2050. IWM has already taken steps in terms of building design - new collections store most energy efficient building of its kind in world.

Committed to finding sustainable access solutions for future proposals with an accent on walking, cycling and public transport to an expanded Whittlesford Parkway. “Raison d’etre” of Avtech proposal is research and manufacture low carbon forms of air mobility. IWM decarbonisation plan to net zero by 2035, and infrastructure investment to ensure site is resilient to impacts of climate change.

In combining land resource of IWM Duxford and Caius the Avtech development is of sufficient scale to be commercially viable and accommodate designing for climate change and any environmental mitigations.
