Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
As mitigation and enhancement requirements will evolve alongside development proposals, the timing of delivery should be responsive to development impacts, evidence of need, land availability and practical delivery considerations. The policy should therefore avoid implying a fixed sequence of delivery between the identified areas.
Change suggested by respondent:
It is anticipated that the land identified within the Strategic Enhancement Area, will start to come forward broadly alongside the delivery of developable land, as necessary to mitigate impacts and secure wider environmental, landscape and recreational enhancements.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The east-west street must be described as a long-term ambition linked to future redevelopment of Addenbrooke’s, with interim active travel and public transport improvements capable of coming forward earlier. Additional text added to reflect the role of connectivity improvements.
Change suggested by respondent:
The future success of the Campus is dependent on improving access for all users while reducing traffic impacts on surrounding roads and communities. Walking, cycling, and public transport will be the primary modes of access, supported by a coherent and legible network of routes within the site. The design of this network should have regard to the Healthy Streets Checklist (Healthy Streets, 2024) and National Design Guide (MHCLG, 2021), or successor documents. Key junctions and movement corridors such as Francis Crick Avenue and Dame Mary Archer Way will be upgraded, with a
focus on improving safety for walking, wheeling and cycling, and new infrastructure will include mobility hubs. In the longer term, an east-west ’high street’ has the potential to improve connectivity and permeability across the Campus, however the creation of such a link will be complex, noting constraints at the Addenbrookes main concourse. Options should therefore be explored, through the whole Campus masterplan, to deliver interim improvements to active travel and public transport connectivity ahead of a comprehensive east-west connection being realised. Enhanced connectivity with Cambridge South Station and integration of the proposed CSET Phase 2 scheme are also critical to reducing car dependency, alongside micro-consolidation hubs to support efficient, low-impact logistics for last-mile
deliveries. Improvements to the connectivity of the Campus and access to public transport and active travel will support the users of the Campus and their commuting experience, and provide opportunity to connect to wider employment campuses and research and development facilities while also helping to integrate the Campus more effectively with the wider network of communities, employment areas and innovation clusters across southern Cambridge.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Paragraph 3.2.42: The supporting text should preserve the ability for stand-alone applications and schemes with existing consents to be considered on their own merits. It should not imply that all proposals must wait for every Campus-wide document or infrastructure item to be completed before they can proceed.
