Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Flexibility required as per NPPF (Strategic sites), particularly where hospital redevelopment is subject to external funding being secured.
Change suggested by respondent:
Set out indicative Phasing Plans, including any further planned development or redevelopment in early phases of the Campus and measures for the Phasing Plan to be updated when necessary, in agreement with the Local Planning Authorities;

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The Spatial Framework in the dGCLP (Figure 63) shows one way in which the Campus could be effectively regenerated and expanded. It is described in paragraph 3.2.19 as being “indicative high-level”. It should not be mistaken for a definitive blueprint, and therefore reference to the “Campus enhancements set out in the Spatial
Framework” should instead refer to those set out in the Framework Masterplan, which is the more appropriate reference point for what should be delivered. Other proposed amendments are only to simplify the wording and make the text more concise.
Change suggested by respondent:
Include an Infrastructure Delivery Strategy, identifying site-specific and strategic infrastructure requirements to help
achieve the vision for the Campus as well as wider Campus enhancement set out in the indicative Spatial Framework and masterplan, and demonstrating how this can be funded and delivered through enforceable triggers to ensure the timely provision of infrastructure to align with development phasing;

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
This is supported in principle, but the policy should allow flexibility. Different spaces and facilities may need different delivery and management arrangements, depending on their function, ownership and timing. The wording should therefore allow these matters to be addressed through future applications, where necessary.
Change suggested by respondent:
Provide clear and enforceable strategies for delivery, management and stewardship of shared facilities and public realm in the proposed application area;

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The wording is unclear and should be revised. Reserved matters applications must be made in accordance with the
outline permission to which they relate and should not themselves require parameter plans or design codes; instead, they should demonstrate compliance with those established by the parent outline permission. Full planning applications do not require parameter plans or design codes because they are submitted in detail. The reference to LVIA and a Heritage Impact Assessment is unnecessary. The revised wording allows the
scope and level of detail of future submissions to be determined having regard to the stage of development and the applicant's requirements, which is essential for a strategic site, as recognised by NPPF HO13.
Change suggested by respondent:
Applications for full planning permission and/or reserved matters applications must be supported by evidence of how the proposals accord with the relevant framework controls and details of how they will contribute to the delivery of a high quality Campus overall.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Make clear in Paragraph 3.2.28 that the Place Book sets strategic principles and outcomes, rather than becoming another fixed or overly detailed control document.

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The amendment retains a commitment to developing a coherent spatial structure and development framework without unnecessarily prescribing the documents that must accompany future applications or implying that all elements of the design framework must be fixed at
the outset of a long-term development programme. The revised wording allows the scope and level of detail of future submissions to be determined having regard to the stage of development and the applicant's requirements, which is essential for a strategic site, as recognised by NPPF HO13.
Change suggested by respondent:
The place book will provide the foundation for subsequent spatial planning and design work, informing the preparation of a site-wide masterplan and future parameter plans, a strategic and design code. These documents will translate the vision, principles and outcomes established through the place book into
a coherent spatial structure and development framework capable of phased implementation whilst maintaining a consistent and high-quality sense of place throughout the lifetime of development.

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Paragraph 3.2.24: The supporting text should recognise that the infrastructure requirements identified through the IDP are based on strategic assumptions and are likely to evolve over time. Future requirements will need to reflect the form of development ultimately brought forward. Given the unique role of the Cambridge Biomedical Campus
and the potential for specialist forms of residential development, infrastructure needs may differ from those typically associated with conventional housing-led schemes and should be kept under review as proposals progress and further evidence becomes available.

Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The proposed amendments provide necessary flexibility to ensure the site allocation is deliverable and effective by avoiding creating an open-ended requirement for green infrastructure or biodiversity enhancements to be delivered on land south of the Campus irrespective of need, evidence or site-specific circumstances.
Whilst the southern part of the allocation has an important role in delivering environmental benefits, the precise nature, extent and location of such measures should be informed by the development proposals brought forward, relevant environmental requirements and supporting evidence. This approach ensures that environmental
improvements can be delivered in an effective manner whilst retaining flexibility to respond to detailed design, ecological evidence and wider site objectives.
Change suggested by respondent:
The Campus’ location on the edge of Cambridge presents both opportunities and responsibilities. Development must
respect the urban-rural transition, ensuring that the Campus integrates positively with surrounding residential areas, the wider countryside, and key environmental assets such as Nine Wells Local Nature Reserve, the Gog Magog Hills and Beechwoods Nature Reserve. The southern part of the allocation includes Green Belt land that has the potential to deliver high-quality green infrastructure, biodiversity enhancements and new, improved green space for the benefit of all Campus users. These measures will improve the setting of the Campus, support ecological networks, and provide new opportunities for recreation and wellbeing, while helping to mitigate the environmental impacts of growth. The precise nature, extent and location of green infrastructure and biodiversity enhancements should be informed by the development proposals brought forward, site-specific evidence and relevant environmental requirements. The enhancement of arable, grassland and woodland habitats, the creation of ecological corridors, and the restoration of farmland species such as grey partridge, corn bunting and brown hare are essential may form part of this strategy.
