Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The amendment clarifies that the Campus should contribute towards the delivery of CSET Phase 2, rather than implying that it is solely responsible for its delivery. CSET is a strategic transport scheme which will support a wider area and will necessarily be funded and
delivered through a combination of sources. It is therefore important that the policy recognises the role of direct delivery, enabling works and financial contributions, as appropriate. The deletion of “temporary” is also necessary because the Southern Access Road would not be a temporary measure. It would form part of the long-term transport strategy for the Campus, improving bus,
walking and cycling connectivity and helping to manage traffic impacts on the wider network.
Change suggested by respondent:
Contribute towards Facilitating (via a combination of direct delivery, enabling works and financial contributions), the
delivery of the GCP Cambridge South East Transport (CSET) Phase 2 scheme, which will provide a high quality public transport corridor and active travel route into and through the site to the proposed A11 Travel Hub and connect to the Linton and Sawston Greenways. To ensure the agreed trip budget is not breached, unless it can be demonstrated by the applicant through the whole Campus masterplan and strategic and local transport mitigation plan (as agreed with the Local Planning Authority and Local Highways Authority) that alternative temporary sustainable transport measures can provide the transport capacity required by the proposed development, this must be in place prior to occupation of:
i. any major application approved within land which forms part of Phase 3 or 4, as identified in the whole Campus
masterplan;
ii. relevant applications in other parts of the Campus, as determined by the Local Planning Authority and Local
Highways Authority.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Amend to reflect where agreement of a trip budget is required.
Change suggested by respondent:
The quantum and mix of development can be delivered within the agreed trip budget. A definitive trip budget based on detailed evidence must be agreed with the Local Highways Authority prior to submission of the any strategically significant outline application. A monitor and manage approach will be taken to ensure that the development remains within the agreed trip budget for the site throughout its delivery.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
We recognise that, in order to make the best use of the opportunity presented, a clear overarching framework is required to guide the regeneration and expansion of the Campus. Such a framework will help to optimise land use and ensure that placemaking and infrastructure are delivered to a standard and quality befitting a campus of international significance. An amendment is proposed to clarify that the Campus Masterplan should be prepared ahead of the determination of any strategically
significant application. Requiring the Masterplan to be in place before strategically significant proposals come forward will help ensure that such applications are considered within a coordinated strategic
context and make an appropriate contribution to the delivery of the wider Campus vision.
Change suggested by respondent:
Removal of “fully” is proposed because it could be misinterpreted as requiring all strategies to be finalised before or as part of an OPA. Some detail may be developed on a phased basis. Flexibility will be
essential in accordance with NPPF HO13(3) (Build-out of residential and strategic sites).
There are a range of matters that will need to be addressed before further development will be supported. To address these, a framework masterplan engaging all landowners and major occupiers on the Campus must be
prepared and agreed with the Local Planning Authority prior to or alongside the submission of any strategically significant planning application at the Campus in order to demonstrate how development will contribute
to securing the overall objectives for the campus.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
As above, the role that a campus-wide masterplan can play in securing the best possible outcomes is understood and appreciated. The LCG has prepared a draft Spatial Framework supported by robust assessment and evidence. Its level of detail is extensive, and the LCG
considers it to be the first step towards the preparation of a campuswide Framework Masterplan that confirms principles and a general approach to development. It is not expected to be a highly detailed document: preparing a detailed masterplan at the outset of a 25+ year
development programme is neither practical nor desirable and would risk making the policy undeliverable. Flexibility will be essential in accordance with NPPF HO13(3).
Change suggested by respondent:
31. A Campus-wide Framework that will be expected to:
