Greater Cambridge Local Plan: Proposed Submission
Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The policy should recognise that development of this scale will inevitably result in change and may affect views, heritage assets and their settings. Such effects are not necessarily unacceptable and should be assessed on their merits having regard to the wider benefits of the proposal. The proposed amendment ensures the policy
supports a balanced, case-by-case assessment rather than implying that any adverse impact would be unacceptable.
Change suggested by respondent:
16d. Supporting appropriately sited taller buildings where they enhance legibility, mark key destinations, and do not
unacceptably impact sensitive views, heritage assets and their setting or neighbouring communities. Heights towards the edge of development must respond to the Heritage Impact Assessment and ensure that buildings step down in height with a varied roofscape and corner softening;

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Draft Policy CC/CE(d) recognises that, in certain circumstances, proposals for demolition may deliver benefits that outweigh the carbon savings associated with retaining the existing building. Supporting text paragraph 3.2.30 also recognises that many of the older buildings on
the Campus require renewal. Given the substantial benefits associated with the growth of the Campus, it is in the public interest to ensure that the land can be used as efficiently and effectively as possible. This may,
in some cases, necessitate the demolition of existing buildings. Accordingly, amendments are proposed to align part 16(e) of this policy more closely with the approach set out in Draft Policy CC/CE.
Change suggested by respondent:
Where practical, viable, and in the public interest, Pprioritising the retrofit and reuse of buildings where possible, especially where they are of heritage or operational value in accordance with Policy CC/CE;

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
Moved from paragraph 18a below. This requirement should not be limited to the SEA, as doing so would pre-empt the masterplanning process.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The ambition is not disputed, but this paragraph is too fixed and granular for a strategic-level policy and contains considerable repetition. Other lines already deal with these requirements, including:
19d – the requirement to enhance arable habitats for red-listed birds;
17c – the need for ecological links; and
19a – the need for ecological networks.
Specific landscape measures will be developed through a Landscape and Ecological Management Plan.
Change suggested by respondent:
Remove wording in 18c.

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The addition of “wherever viable and practical” reflects that it may not be possible to incorporate wildlife-friendly drainage ponds into a sustainable drainage system alongside flood-risk mitigation measures. “Pluvial” is added to clarify that the flood risk referred to here arises from
rainfall.
Change suggested by respondent:
Include sustainable drainage (including wildlife-friendly drainage ponds for dragonflies, amphibians and reptiles wherever viable and practical) and pluvial flood risk mitigation; and

Policy S/CBC: Cambridge Biomedical Campus (including Addenbrooke's Hospital)
Respondent: Cambridgeshire County Council and Prologis
Representation Summary:
The principle that major proposals should contribute towards placemaking improvements across the Campus is noted. However, such contributions may be delivered either through financial contributions secured via a Section 106 Agreement or through works delivered in kind as part of the development itself.
Change suggested by respondent:
As part of major proposals on the Campus, appropriate and proportionate contributions should be sought to support place making across the Campus whether through direct delivery as part of the development or through a Section 106 Agreement, as appropriate.
