If the new community is to be encouraged to walk or cycle, it is essential the so-called "Centre" actually be more central, so as to be within easy reach of the majority of residents. This will put the schools a good distance from the pollution generated by vehicles on the roads to the north of the site, as well as reducing car journeys within the village boundaries. The facilities in this Centre needs to include a health centre, as getting an appointment with the doctors in the local surgeries we have now is extremely difficult, so there is very little scope for them to take on more patients.

2.8 COMMUNITY FACILITIES AND SERVICES
Unclear strategy for the provision of healthcare facilities (e.g. doctors, dentist) for residents.
Healthcare - It is unclear from Fix D whether it is expected that heathcare facilities (e.g. doctor, dentist) will be provided in the village centre (as suggested in Deliver Plan item 41), or whether residents are expected to use existing facilities nearby. If the latter, then consideration must be given to the capacity of those facilities and travel arrangements - many patients of these facilities are elderly or unwell and therefore so unable to walk/cycle any distance. For example:
-- Section 2.8 suggests expansion of Monkfield in Cambourne may be needed but doesn't comment on whether this is actually feasible once other developments planned for Cambourne have been factored in.
-- Section 2.8 also observes that there is a surgery in Bourn however fails to note that policy SS/7 prevents vehicle direct access to Bourn. If the expectation is that residents will use this facility, the likely driving route is along the narrow Main Street through Caldecote.

The development must have direct access to the A428 and it's own healthcare facilities.
Without these, the development will have unacceptable negative impact on the surrounding villages and its future residents.

FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB
Concern for the location of the proposed village centre, at the heart of the village; current location in the NW corner of the development means it will be difficult for all to access. The 'neighbourhood hub' may not have sufficient provision to serve its purpose and it would be better to combine the two in a more central position.

2B AMOUNT OF HOUSING AND RANGE OF HOUSING TYPES AND TENURES
Concerns about adherence to Policy H10 Affordable Housing provision, as the SPD states it must be 40% "unless it can be demonstrated that an exception should be made". It is unclear how the exceptional circumstances criteria will be triggered and what level of measurable evidence is necessary. The council must be more specific about the weight of evidence necessary to justify this exception.

2.8 COMMUNITY FACILITIES AND SERVICES
The lack of health care facility in a new development of this size, and the expectation that this will be provided for by expanding the provision in Cambourne is short-sighted. This contradicts the SDP which states, "It is essential that the new village has its own sense of public life and community: a place where people live, work, learn and socialise, which provides for residents' changing needs throughout their lives, and for residents with different incomes, abilities and needs." The current plan forces the most needy out of the development to find help.

2A MIXED USE NEIGHBOURHOODS
In seeking to achieve a vibrant, prosperous and inclusive new village, the SPD suggests at page 41 that the redevelopment of the vacant and underutilised land within the existing employment site could be redeveloped to provide premises for Small and Medium Enterprises (SMEs). Whilst the redevelopment of the existing employment site will accommodate numerous SMEs, it is important that the site is not restricted in terms of the type/range of employment occupiers that could be provided by the sites redevelopment as this will constrain the market. Furthermore, the SPD proposes small scale employment uses at the Neighbourhood Hub (page 45).

FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB
village centre is shown at northwest corner, where Countryside have placed it, not the geographical centre as preferred by stakeholder workshops attendees.
Three options discussed at workshops and local attendees' (Caldecote, Bourn, Cambourne) preference was for Option C in centre, so it is within 800m walking distance to most of village, rather than leaving eastern end of settlement having to walk much further.
Mitigation is to create a secondary neighbourhood hub, which could affect viability of main centre, or even make secondary one unviable.
Current location will also encourage new centre to be in competition with Cambourne, something that Cambourne representatives did not want.
Local Plan - new village was 'sold' to residents as a standalone community with its own facilities.
Recommendations:
1. Located centrally - Option C
2. North-South runway can still be built out as a park/special feature in its own right without tying it to village centre

FIX D VILLAGE CENTRE AND HUB
The position of the Village Centre needs addressing, as at the moment being in the NW corner it is nearer Cambourne and will be difficult to reach by walking from the south of the development.
A better position would be to put it as near as possible to the actual centre, so shops etc. could be more easily reached by everyone and improve their quality of life.

FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB
Proposed village centre is not in the centre of the development; it is distanced from East and South houses, thus creating poor village community spirit.

FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB
Page 44 - The village centre is proposed in the north western corner of the site. The Transport Assessment Team previously recommended the village centre should be more central as some of the site is not within an 800 metre walk, meaning that this option may not be as sustainable transport wise. Excellent cycle links are essential to try to improve the connectivity and discourage car use for travel within the site.
The attached note sets out the County Council officer comments on the Bourn Airfield Supplementary Planning Document in response to a consultation by South Cambridgeshire District Council. Whilst local County Members have been made aware of the consultation, this response does not include their comments or considerations or those of the Economy and Environment Committee which will endorse this response at its meeting on 19th September.

2 - VIBRANT, PROSPEROUS AND INCLUSIVE
CP generally are content with this section but there should be flexibility in terms of providing an average density of 40 dwellings per hectare in order to reflect potential changing circumstances. These changes could include varying market and economic conditions, the ability to have a dual use of secondary school sports pitches and resulting impact on total net development area and the quantum of non-residential uses which come forward as the development is built out.

FIX D - VILLAGE CENTRE AND NEIGHBOURHOOD HUB
CP are generally content with Fix D but consider that there is the opportunity to broaden the range of uses to allow a more flexible mix, including other employment-generating uses (B Use Class) and to create a balanced centre.
Similarly, the range of uses in the Neighbourhood Hub could be broadened to accommodate other uses as well as 'modest retail and food and drink premises', provided the range and scale does not undermine the viability of the primary centre.

FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB
Concerned about decision to locate centre in northwest corner, for three reasons:
* locating in northwest corner will mean motorists will be attracted to use nearby exit/entry on the Broadway which is Northbound only access. This does not make sense in design terms.
* design argument about aligning centre in context of old North/South runway could just as easily be made to position centre with reference to second Southwest/Northeast runway, which was main runway used by Avro Lancasters and other aircraft in WWII, due to direction of prevailing wind.
* locating in the Northwest will mean that residents to east and south of site will be disadvantaged and will find it difficult to access centre on foot (illustrated in Fig 32).
Propose alternative location, closer to centre of development (illustrated) to include more residents within 800m.
