FIX D VILLAGE CENTRE AND NEIGHBOURHOOD HUB

Concerned about decision to locate centre in northwest corner, for three reasons:

* locating in northwest corner will mean motorists will be attracted to use nearby exit/entry on the Broadway which is Northbound only access. This does not make sense in design terms.

* design argument about aligning centre in context of old North/South runway could just as easily be made to position centre with reference to second Southwest/Northeast runway, which was main runway used by Avro Lancasters and other aircraft in WWII, due to direction of prevailing wind.

* locating in the Northwest will mean that residents to east and south of site will be disadvantaged and will find it difficult to access centre on foot (illustrated in Fig 32).

Propose alternative location, closer to centre of development (illustrated) to include more residents within 800m.
