Policy WS/HD: Creating healthy new developments
Representation ID: 205784
Received: 19/01/2026
Respondent: Rustat Neighborhood Association
To what extent is health provision considered in the Local Plan. Cambridge planning dept and Addenbrooke’s are commissioning a joint study about how planning can help to deliver a new model of healthcare (hub model).
Rustat Neighbourhood Association met with c 30 residents on 17 January 2026. Agree need to retain retail and leisure facilities. Densification implies building up. Do not build up where blocks light for existing residents on Rustat Avenue/Road. Housing for residents/families required. Mixed use site has different needs: Many students and visitors as well as residents. How will site cater for all? Water scarcity and holding developers to environmental standards a key concern. Interface with planned EWR entrance on Clifton Road/Gloria Carpenter Park not well developed. Requires more resident input. How will Local Plan interface with other Plans/consultations.

More regular consultation with residents is needed for the new railway bridge and station access.
We would like clarification on how the Local Plan will align with other consultations and plans.

How can we avoid developers rowing back on environmental standards? The council has strict monitoring and policy control standards and environmental standards are central to that.
