How does the Local Plan calculate / decide who are key users of the site?
This mixed-use site caters for and can cater for different needs, inlcuding students and visitors as well as residents. How will site cater for all? Interface with planned EWR entrance on Clifton Road/Gloria Carpenter Park not well developed. Requires more resident input.
Hills Road Sixth Form College students have insufficient independent study or socializing facilities. Their use of Cambridge Leisure site is subject to Land Securities. What additional provision should be there for them?

Water supply is insufficient. There is a water scarcity group meeting regularly. Water preservation features built in to design of newbuilds. Reservoir will take years to be available. Water supply is the ‘red line’/the foundation for all other decisions. Development will not happen without sufficient water.

The plan for a new railway bridge coming into Clifton Road and accessible via the Gloria Carpenter parklet requires considerably more detailed thinking through to avoid detrimental impacts on existing and envisaged residents in the Rustat Road area.
“Drop off” is problematic as people often need to wait in their cars for arrivals. Residents are concerned that people will drop passengers off in Rustat Road by the Pocket park entrance (opposite Davy Rd). There needs to be an impact study of projected outcomes in different scenarios.
We recommend regular consultation with residents. An Impact Risk study to assess the vehicular impacts on the surrounding road network should also be undertaken.
