Draft North East Cambridge Area Action Plan

Representation ID: 53282

Received: 02/10/2020

Respondent: Cambridgeshire and Peterborough CCG

Representation Summary:

The recognition of the need to provide health care facilities in a phased and potentially temporary manner linked to the phasing of the development is welcomed. Design considerations should take into account that such provision is likely to be pre-fabricated and only on site for a limited period while permanent facilities are developed.

Representation Summary:

Policy 28 Meanwhile Uses

Policy 28 as drafted refers to a range of temporary office, retail and community facilities being acceptable on a temporary basis subject to 'any amenity issues'.

It is essential that any temporary uses do not prejudice the continuous operation of Cambridge WWTP prior to its relocation.

We therefore propose that Policy 28 is amended as follows:

'Planning permission for buildings that would otherwise remain empty or underused will be permitted, on a temporary basis, where the use meets the day-to-day needs of the local community, subject to any [relevant] [delete text] [identified] [new text] amenity issues [consistent with the requirements of Policy 25.] [new text]

Draft North East Cambridge Area Action Plan

Representation ID: 55858

Received: 05/10/2020

Respondent: Veolia and Turnstone Estates

Agent: Carter Jonas

Representation Summary:

The grant of temporary consent for ‘meanwhile’ uses within North East Cambridge is broadly
supported. The ‘meanwhile’ uses could temporarily add to the range of facilities within the area,
and could reuse empty or underused land and buildings. It is noted that Policy 28 includes a
requirement for ‘meanwhile’ uses to be subject to relevant amenity issues. As set out above, the
existing waste recycling transfer facility at the Veolia site located off Cowley Road is expected to
continue until a suitable and viable alternative relocation site is identified. If ‘meanwhile’ uses
occur in the vicinity of the Veolia site in advance of redevelopment it is requested that any
temporary uses are compatible with the activities associated with a waste recycling transfer
facility on the adjacent site. It is requested that compatibility with neighbouring uses is added to
the list of criteria in Policy 28 for the approval of ‘meanwhile’ uses.
