CBC and the landowners support the inclusion of a policy encouraging temporary, meanwhile uses for large-scale developments. Such uses can help to engage communities, offer a more agile and responsive way to test demand and services before permanent commitments, and help to enliven spaces that would otherwise be barren. But they are seldom financially viable in themselves and so, while important to placemaking, must be seen in the wider challenge of realising viable, sustainable developments. There is potential for the future Campus development to take a phased approach to the development, identifying the opportunities for meanwhile uses through phased expansion.
