The direction of the policy looks good.
Is there a scope for district heating/cooling instead of individual homes?
No mention of smart grids to smooth peaks in demand/supply, which determine the size of required battery storage.
No mention of local use of waste e.g. in anaerobic digesters to generate compost and biogas, which can then be used locally.
