'Constraints' would typically be defined as anything that is a 'given' for the project and that can't be changed by the project itself. Existing transport infrastructure constraints should be included and made explicit so they are factored into the design, eg
* project needs to be conducted within boundary of A14 with no new junctions created
* Milton Road capacity (referenced in section 6.30)
(I also note that 'transport constraints' are referred to later in section 6.8 of the document so should be explicitly captured in Chapter 3's constraints section.)

Are there not funding/budgetary constraints or fixed dates that have to be worked within?
