No justification for text, especially no analysis of visual and character impacts. Justification should be provided and these issues recognised.
The document makes no analysis of suitable building heights and the capacity of the surrounding character areas to absorb tall buildings or strong massing of buildings, especially without an adverse effect on visual amenity. Consideration should be made of the views from surrounding properties, from the ends of adjacent streets ( including west of the railway line ), from passing trains, from bridges and from upstairs windows. Developments further north have been masked by buildings owned by Network Rail and at the Beehive, but has seriously impacted on views from the common. This development is exposed and visual and character impacts could be severe.
