New searchCambridge University Health Partners (CUHP) is a Department of Health Academic Health Science Centre, uniting the University of Cambridge with three highly respected research-active NHS Foundation Trusts: Cambridgeshire and Peterborough, an integrated mental health and community services provider, Cambridge University Hospitals, combining Addenbrooke’s and the Rosie hospitals, and Royal Papworth, the UK’s leading specialist cardiorespiratory hospital. CUHP has the distinct opportunity of having a remarkable combination of world class assets - health, science and industrial – all situated on the Cambridge Biomedical Campus (CBC). Further major organisations represented on the site include AstraZeneca, Abcam and the Medical Research Council. CUHP work to maximise the benefits conferred by this co-location, encouraging close collaboration between campus partners to accelerate the translation of discovery science and to improve health and care delivery. In this capacity, CUHP convene a CBC Strategy Group with representation from all campus organisations, which has agreed to develop a Vision 2050 for the CBC. Subject to ratification by the CBC Strategy Group, this will be shared with the Greater Cambridge Planning Service by summer 2020 to define the extent, scale and location of development proposed throughout the timescale of the next Local Plan, and the anticipated number of jobs to be supported by the CBC by 2050. CUHP anticipate a continued dialogue with officers and Councillors to establish a positive future vision for the CBC, underpinned by a supportive planning framework to enable its’ delivery.

Question 2. Please submit any sites for employment and housing you wish to suggest for allocation in the Local Plan. Provide as much information and supporting evidence as possible. Q2 Response: The Cambridge Biomedical Campus (CBC) is the largest employment site in Cambridge, with over 20,000 researchers, industry scientists and clinicians and students on one site. A CBC Strategy Group with representation from all campus organisations has agreed to develop a Vision 2050 for the CBC. While the aspiration to plan for a twenty-year period is welcomed and in line with the National Planning Policy Framework, CUHP would consider developing a plan with a longer term time horizon to 2050 given the significant level of growth envisaged in Cambridge City and South Cambridgeshire. This would ensure the co-ordinated planning of the area for the longer term, while also aligning with potential delivery of major strategic sites such as North East Cambridge, any development of Cambridge Airport or other new settlement proposals should they be necessary. It would also allow planning on a longer time horizon with regard to planned infrastructure projects, including those promoted by the Cambridgeshire & Peterborough Combined Authority (such as the Cambridgeshire Autonomous Metro) and the Greater Cambridge Partnership (for instance Cambourne to Cambridge, South East Transport Corridor). Clear long-term growth plans will also ensure other infrastructure (including health) can be developed as part of a long-term strategy for the area. Further, it is recognised that communities are concerned about such matters as Green Belt release. Setting a longer term growth horizon would allow the Greater Cambridge Planning Service to make longer term decisions about the future role of Cambridge, to help inform decisions on such matters as Green Belt, the special qualities of Cambridge and South Cambridgeshire and how they should be protected, whilst also stimulating growth through infrastructure, housing and the economy. Finally, a CBC Strategy Group with representation from all campus organisations has agreed to develop a Vision 2050 for the CBC. Climate change, biodiversity and green space, wellbeing and social exclusion and great places are all important themes. However, CUHP would suggest that the Local Plan also include economic growth, housing, employment and infrastructure, as they are inextricably linked to the delivery of development in a sustainable, economically, socially and environmentally responsible way as per the objectives defined in the National Planning Policy Framework. We note in particular the findings of the 2018 Cambridgeshire & Peterborough Independent Economic Review (CPIER). This sets out a compelling case for the international importance of the Cambridge economy, a target to double the economic output of Cambridgeshire, and notes the real risk of decline if policies do not support the investment in infrastructure, housing (including affordable housing) and the economy, with a blended development strategy proposed. We note that all of the Local Authorities have signed up to recommendations of the CPIER report, which is welcomed.

Our view is that it is inappropriate to seek to prioritise or rank the Big Themes, which should also include economic growth, housing, employment and infrastructure, as they are inextricably linked to the delivery of development in a sustainable, economically, socially and environmentally responsible way and cannot be prioritised one above the other. This is fundamental to the principles of sustainable development as defined in the National Planning Policy Framework.
