It is agreed that if Greater Cambridge were to realise the ambition of doubling GVA then a substantially higher number of homes would be required than the minimum required by government. It will be important to ensure that the Local Plan strikes a balance between the level of housing to be provided with anticipated economic growth and adequate infrastructure provision. It will essential to have adequate evidence to demonstrate the deliverability of the economic ambitions and the necessary supporting infrastructure to ensure whatever housing number is selected can be delivered in a sustainable manner within Greater Cambridge.

Greater Cambridge should seek to provide the full range of housing as informed by the forthcoming Strategic Housing Market Assessment to ensure that the needs of all types of residents are met. If a particular group’s needs are not met this is likely to increase pressure for suitable accommodation in the surrounding districts. Policy support should be given to ensure sufficient adaptable and accessible housing is provided within the more rural parts of Greater Cambridge.

The Local Plan should seek to ensure adequate provision is made for all Gypsy, Traveller, Travelling Showpeople, other Caravan Dwellers and Boat Dwellers needs as identified through Gypsies and Travellers Need Assessment on which joint working is currently underway. A diverse range of locations should be provided to ensure they provide choice and respond to the preferences of future residents.

Similarly to Cambridge, Huntingdonshire successfully introduced the higher accessibility and adaptability standards into the Local Plan in 2019. Expansion of this approach from Cambridge into South Cambridgeshire would boost consistency and familiarity amongst developers of designing to the higher standards which may increase the viability of doing so benefitting the wider area. Properties should also seek to include appropriate space to work from home to reduce the need to travel for work to help reduce congestion, reduce energy demands and reduce carbon dioxide emissions.

Detailed assessment of the infrastructure requirements arising from the development strategy promoted in the Local Plan will be essential to demonstrate the quantity, nature and location of infrastructure provision or improvements needed. An infrastructure delivery plan should accompany the Local Plan to demonstrate how and when the essential infrastructure provision will be provided to ensure that new developments do not create additional strain on existing infrastructure within Greater Cambridge or in surrounding areas.

To encourage a shift towards more sustainable modes of travel these must be fully integrated into the design of new development and available by the time the first residents occupy properties or businesses move in as appropriate to ensure that people adopt sustainable transport choices from day one rather than get into car use habits due to lack of initial alternatives.

The priority to provide physical infrastructure within new developments needs to be balanced with social infrastructure to promote wellbeing and social inclusion. For instance, if digital infrastructure promotion succeeds in encouraging substantial proportions of people in working from home then provision of improved, diverse social infrastructure will be increasingly important at the local scale to provide opportunities to reduce the potential for social isolation and consequent mental health risks. Renewable energy solutions for increased grid capacity should be facilitated within Greater Cambridge to promote local energy generation and address climate change.

Yes, particularly where this can be achieved along public transport corridors which might reduce the overall travel distances required compared to growth being forced to leapfrog the green belt to villages further away from Cambridge. This has potential to benefit aspirations to reduce carbon emissions.

A somewhat flexible approach could benefit existing residents both in terms of allowing for provision of homes which better meet people’s needs as they age and allows for entry level homes for younger people wishing to remain in their existing community or live in close proximity to employment across the South Cambridgeshire villages. Where villages are very closely located to boundaries with other local authorities, consideration should be had to the nature of villages immediately across the boundaries and their level of interdependency for services, public transport and employment.
