About the Project Located in a strategic position North of Cambridge and extending to Waterbeach, Cambridge Country Park and Sport Lakes will be one of the country’s largest purpose-built sports facilities and competition venues for rowing, triathlon, BMX, cycling, canoeing, long-distance swimming, equestrian and angling. Joining Milton Country Park to create over 300 acres of accessible recreational space, facilities would be suitable for international competition while at the same time providing a landscaped public park free to people on foot and bicycle. Principal Outdoor Facilities • 3.2 km of multi-lane training water, connected to the River Cam and including a 2 km long international standard competition course • A triathlon facility suitable for day-to-day training and hosting all levels of competition • A 3-mile long cycle circuit built to international competition standards. • A combined competition and training BMX track • An angling lake • A 2km cantering track • A network of cycle paths connecting to Cambridge and Milton Country Park • A busway linking Waterbeach to Cambridge North station • Educational and nature trails Indoor Sports Centre and Boathouse • Large boathouse and launching facilities • Gymnasium • Weights • Ergometers • Rowing teaching tank • Sculling teaching tank • Club, conference, research, and crew rooms • Crew and coach accommodation • Café and dining Access and Excellence in Outdoor Sports Cambridge Country Park and Sport Lakes will substantially increase access to outdoor sports for the local community, the region, and nationally. Outreach Programmes will provide equipment and training for the public benefit and the Lakes will become a Centre of Sporting Excellence. Our philosophy is to ensure access to sport for all, irrespective of age, gender, ability, income, ethnic origin or beliefs. Sporting organisations and the local community have been widely consulted in the design of the Lakes to ensure that the facilities produced are designed for excellence and useable by all. A Breathing Space for Cambridge Cambridge Sport Lakes Trust have owned and operated Milton Country Park since 2008. The existing park will be combined with the Sport Lakes to form over 300 acres of green space on Cambridge’s doorstep. The two parks combined will offer more than 150 acres of wooded parkland and 10 miles of bank habitat for the public to enjoy. It will be a place where people can experience a sense of physical well-being on a daily basis through the pursuit of outdoor recreations. Partnering the Community To ensure that the needs of the region are appreciated, a wide-ranging community has been involved with the development of Cambridge Sport Lakes. At a local level there is strong involvement from area schools, the University of East Anglia, Cambridge University, Local Authorities, businesses and sport organisations. At national and international levels, sport-specific national governing bodies, Sport England and international sporting federations have been consulted on Cambridge Sport Lakes. The Lakes is designed to attract a wide range of paying customers to give a sustainable operating business plan and ensure that fees are accessible to all. Special events and competitions will add to the varied and vibrant atmosphere and bring thousands of spectators and visitors to the park each year. Any trading surplus will be put towards educational programmes and the enhancement of facilities.

Our previous application included a Flood Risk Assessment (FRA), the scope of which including further detailed work was agreed with the Environment Agency. The FRA associated with our previous planning application / permission demonstrated that the proposed development had a net positive impact on the flood prevention model for the River Cam.
All mains utilities will be required to be brought in to support and enable the site. We expect substantial mitigation to be achieved on the issue of green energy / the carbon neutral agenda. The development lends itself to ground and water source heat solutions.

Cambridge Sport Lakes Trust is established and functioning as the principle. Land Purchase - Owned either directly via Cambridge Sport Lakes Trust (CSLT), or our supporter The Salop Trust – or Cambridgeshire County Council (CCC). The CCC land was subject to a S106 agreement agreed as part of planning application / permission S/0032/07/F. Heads of Terms for the sale of the land were agreed between CSLT & CCC. Lease - Consideration will need to be given to how the lease for Milton Country Park maybe amended or incorporated into the development of Cambridge Country Park & Sport Lakes.

£75 M, work is ongoing on our cost model and remains subject to commercial confidences. We would be able to discuss further at subsequent stages of the process.
The maintenance requirements of 220 acres of green / blue space are obviously substantial. This will be in addition to the 95 acres that we currently maintain at Milton Country Park. The ongoing maintenance will be the responsibility of Cambridge Sport Lakes Trust. Our operational business plan assumes us delivering this in-house, based on the scaling up of staff and equipment resources from our operation at Milton Country Park. It is also possible that the grounds maintenance or facility management functions could be contracted out in the future.
Developer Contributions - £19.25m Grant Funding - £49m It is anticipated that Green Infrastructure and Parks will form a centerpiece of any Covid Recovery Plans and specific funding will likely be available to this end. Our plans have always included for the provision of a green transport link between Waterbeach and the Cambridge North vicinity. We have made it clear to the Waterbeach Greenway project team / GCP that we believe the Waterbeach Greenway project should be integrated into the CCPSL site and dealt with via a fresh planning application from Cambridge Sport Lakes Trust. This principle also holds true for the potential Waterbeach / Cambridge North busway that is under consultation. Of the 4 areas of interest currently under consideration within this process the CCPSL site offers a unique proposition, potential for biodiversity mitigation within the project and hard to beat advantages around buildability, affordability and deliverability (with just 2 or 3 landowners to consider). There are well documented and rapidly emerging issues around the River Cam, abstraction from it & its water quality. This is overlaid with issues around the aquifer and local chalk streams. There is also further work emerging around future water provision and the scope for a reservoir being led by Water Resources East. The CCPSL project has the potential to make a positive contribution to these issues and in turn secure funding from a diverse range of sources.
