- The potential for district heating and cooling should be examined carefully and then followed up for individual, significant, new developments. A special case may exist where there is a source of waste heat from landfill or wastewater treatment nearby or where deep aquifers or rivers could be utilised. - New developments should be designed with planned retrofitting to remove natural gas heating and cooking or, if national legislation permits it, designed to not include it in the original build. Some hot water storage may be required in buildings with electric water heating to reduce short term peaking factors in the power network. - The possibility should be examined for buildings in new developements to be more resilient to flooding on the occasions when drainage design thresholds will be exceeeded.

-Yes. The existing commercial and domestic building stock needs more than just increased energy efficiency (your section 4.1.3) since retrofitting is also needed to promote a switch away from fossil fuels (natural gas and coal/oil).

- Make the case that some areas need to be left inaccessible so that wildlife can thrive - Make the case that that excessive ‘tidiness’ must be avoided in some areas. For example the existing hedges and verges on Barnwell Drive appear to be thriving without excessive interference. - Make the case for continuing some livestock grazing such as practised in the Cam Corridor through Ditton Meadows and the green corridor proposed in Q3 above. - Recognise the existing role of private green spaces and promote environment friendly practices in them.

The feedback mechanism often appears absent or at least opaque. - Develop a policy that recognises the need for new major communities to develop governance mechanisms. For example, developer proposals to rely on commercial management companies should be examined critically and planning conditions imposed if necessary.

For example, FDPC challenged the choice of viewpoints on Ditton Meadows in relation to the proposed height of the office and hotel buildings around Cambridge North. Are there examples of outcomes being compared with such submissions?
