WITH REFERENCE TO 4.6.3 (Q32-35) The number of homes, and their size and tenure, has a significant impact upon the child yield which is forecast from a new development and ultimately, help to shape the education which is required both in the short and longer term. The expectations for delivery, including the proportion of affordable housing, is essential to enable the Council to review its current provision, and inform its planning for the future.

WITH REFERENCE TO 4.1.3 In May 2019, Cambridgeshire County Council declared a Climate and Environment Emergency and has prepared a draft strategy outlining how the Council plans to reduce its carbon footprint and how it can collaborate with others. Climate change is therefore a high priority with both local and central government and will impact the delivery of our services, including Education. A change to the Building Regulations on 1 January 2019 requires all new buildings owned and occupied by public authorities must be ‘Nearly Zero Energy Buildings’. The County Council will demonstrate compliance with the Regulations and will amend its policies and specification to require all new buildings to be Nearly Zero Energy Buildings (NZEB).

WITH REFERENCE TO 4.3.3 The wellbeing of children and their families is integral to achieving the priorities within the Council's Corporate Strategy. In order to ensure that the wellbeing and social inclusion of children and their families is promoted, schools must be located, designed and delivered in a way which meets the diverse needs of the community. Schools should benefit from being centrally located to ensure they are easily accessible to all members of the community to enable individuals to access education, but also to encourage access to the wider activities which may be available, such as sports and homework clubs which can help to develop friendships and improve confidence and self-esteem. Well-located and easily accessible schools, enables children and families to attend them by walking or cycling, contributing to the development of both healthier and more independent lifestyles.
