Agree Other issues to consider are: assessing economic development needs, infrastructure and landscape character. West Suffolk Council shares: travel to work, housing market and functional economic areas. Approaches to growth should consider landscape characteristics, which span administrative boundaries. Consideration of cross-boundary transport issues should include both the strategic (A14) and major road networks (A1307) that cross the county boundary and the Ipswich to Cambridge rail line where the East West Rail Eastern Section Group is actively working to increase passenger rail frequencies.

It is reasonable for the Greater Cambridge councils to plan for more homes than the standard methodology requires, as the standard methodology is a minimum figure. A higher need can be planned for such as taking into account economic circumstances. However, the Plan indicates potential for a substantial over provision of over a thousand more homes above that required by the standard methodology. The wider impact of this level of growth would need to be assessed, including the impact on local and strategic infrastructure such as the A14, park and rides, and platform capacity at Cambridge Station.

Greater Cambridge Councils should ensure that existing rail lines are providing maximum commuter rail capacity, and should also ensure the potential of all existing rail lines in and out of Cambridge benefit from increased access to Cambridge Biomedical Campus via Cambridge South Station - through direct services or interchange at Cambridge or Cambridge North Stations. Increased capacity at Cambridge Station and the Ely area junctions should be delivered to support greater use of sustainable modes.
