Notes and supports the potential need for a different approach to the provision of open space/amenity space. Rather than an approach which aligns open space/amenity space with particular uses (e.g. sports fields associated with schools, formal and informal play spaces required for new residential development and amenity space for employment led development). The Crown Estate supports a flexible and integrated approach based on the concept of shared/multi-use space. The approach would also have the potential to further enhance the "human connectivity" across the AAP, across the different developments and therefore reinforce the key community objectives of the AAP.

Question 73: What approach do you consider the most appropriate basis on which to apportion the cost of the infrastructure requirements arising from different land uses to ensure an equitable outcome?

In principle, The Crown Estate supports a regime to apportion the infrastructure and other costs to
deliver development in the AAP area. This will need to have regard to the existing position of the individual sites within the AAP area, the relationship between proposed development and infrastructure requirements, etc. Suggest that an effective approach would be one that is straightforward and transparent so that there is a clear apportionment of "cost" associated with development which can be factored into assessments at the outset. This could comprise a tariff based approach linked to the type and amount of new development proposed.

Question 78: Do you agree with the Councils' proposed approach to dealing with planning applications made ahead of the AAP reaching a more formal stage of preparation?

Representation Summary:

The various landowners within the AAP area are at different stages of preparing development proposals. Given the need for a comprehensive approach to the planning of the AAP area as a whole and an equitable approach to the funding and delivery of infrastructure, it is important that the AAP ensures that a "first past the post" position does not arise. We would suggest that applications for development on land within the AAP area henceforth need to have regard to the draft AAP and that the Council's seek to prioritise the formulation of a regime for the delivery of infrastructure etc.

Question 77: Should the Councils actively seek to facilitate joint working between the various landowners/developers within the North East Cambridge area? If so, what specific matters could we target

Representation Summary:

The Crown Estate supports joint working amongst owners and developers within the AAP area and is already engaging with key stakeholders. Notwithstanding, The Crown Estate would suggest consideration is given to the appointment of a jointly funded independent lead of North East Cambridge AAP to give strategic governance, act as facilitator, to co-ordinate the preparation of joint studies, etc.
