One area in which further consideration should be given within the draft SPD is housing for older people. Whilst reference to the housing needs of older people are referred to within paragraphs A6.9 and A6.13 (size of affordable housing required), the SPD does not go far enough on this point. The SPD does not make any specific reference to chapter 15 (Specific Housing Issues) of the Cambridge and sub-regional SHMA. - see attachment for further details.

Chapter 15 expands further on the mix of housing required 'based on current and future demographic trends, market trends and the needs of different groups in the community', as stated within paragraph 50 of the NPPF (it is noted that paragraph 50 is mentioned also within the draft SPD). In addition to the requirement of Lifetime Homes Standards, which would be of benefit to older people, reference should be made to 'extra care housing'. This type of housing should make up the housing mix of a development and be reflected by this SPD.

Cambridgeshire County Council welcomes the draft SPD. The document covers a couple of aspects which are pertinent to the County Council and its residents, and which this Council is supportive of. Specifically, clear reference to the requirement of 'Lifetime Homes Standards' within all new housing developments, in accordance with Policy 51 of the City Council's draft Local Plan, is supported. It is also noted that the draft SPD refers to tenure of 'blind design' (Section 5 of the SPD), which is considered positive in ensuring affordable housing is well integrated within the wider development.
