Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm
Representation ID: 212308
Received: 17/09/2026
Respondent: Uttlesford District Council
We note the proposed allocation at Grange Farm which sits close to the Uttlesford boundary and raises cross-boundary planning considerations. In particular, it has potential implications for long-term sustainable transport connections between Greater Cambridge and northern Uttlesford. Please see the attached document for further comments from us on this policy.

Policy CC/WE: Water efficiency in new developments
Representation ID: 212311
Received: 17/09/2026
Respondent: Uttlesford District Council
Uttlesford welcomes the Plan’s recognition of water supply as a critical strategic issue, including within the climate change vision. While two reservoirs are proposed in the eastern region, the timing and availability of additional capacity will be important for Greater Cambridge and Uttlesford. We welcome continued engagement to ensure that growth proposals in northern Uttlesford, and any future wider plan area where catchments and supply networks overlap, are not adversely affected. We support the strongest water efficiency standards in Policy CC/WE, particularly for high water- and energy-intensive research institutions and data centres.

Policy H/GT: Gypsy and Traveller and Travelling Showpeople Plots Infrastructure
Representation ID: 212312
Received: 17/09/2026
Respondent: Uttlesford District Council
Uttlesford District Council supports the inclusion of Gypsy and Traveller provision within the Greater Cambridge Local Plan. The 2026 National Planning Policy Framework emphasises the importance of addressing identified accommodation needs through effective strategic planning across functional housing market and economic areas, particularly where strategic matters extend beyond individual local authority boundaries.
Uttlesford currently has an evidenced unmet need of 61 Gypsy and Traveller pitches over our plan period. Given the strong housing market, economic and transport relationships between Uttlesford and Greater Cambridge, the Council considers there is a clear strategic basis for addressing a proportion of this need within the wider Greater Cambridge area.
The Council considers that strategic allocations with strong functional links to Uttlesford, including those benefiting from shared transport connections and established economic and housing market relationships, provide a sustainable opportunity to accommodate additional Gypsy and Traveller pitch provision. The Council therefore requests that further consideration be given to increasing provision within these allocations to assist in addressing a proportion of Uttlesford's identified unmet need, representing a positively prepared and effective response to meeting accommodation needs across this shared functional geography.

Policy I/ST: Sustainable transport and connectivity
Representation ID: 212314
Received: 17/09/2026
Respondent: Uttlesford District Council
The Plan contains strong objectives for active travel and sustainable movement which we support. Uttlesford would encourage continued joint working on cross-boundary active travel connections between key employment hubs and settlements, including Chesterford Research Park, Great and Little Chesterford, and Saffron Walden.

The Plan places welcome emphasis on modal shift, active travel and public transport investment. We would welcome greater clarity on how sustainable transport networks will connect to destinations beyond the Greater Cambridge boundary, including Chesterford Research Park, Great Chesterford train station, northern Uttlesford communities such as Saffron Walden, and the wider A11/M11 corridor.

The growth strategy is likely to increase demand for rail and bus travel from locations south of Cambridge. Greater recognition should therefore be given to the role of Great Chesterford train station and bus services from Uttlesford in supporting sustainable travel associated with the wider Cambridge economy.
Joint working with relevant partners should therefore consider rail station capacity and service frequency opportunities at Great Chesterford, and opportunities to improve bus service frequency between Cambridge, Saffron Walden and Chesterford Research Park

Impact Assessment of Strategic Transport Corridors
Given the scale of planned housing and employment growth, Uttlesford would welcome assurance that transport modelling has fully considered cross-boundary impacts on key routes serving northern Uttlesford, including the A11 Stump Cross junctions serving Chesterford and the B184/B1383.

Chapter 3.4: The rural southern cluster
Representation ID: 212577
Received: 17/09/2026
Respondent: Uttlesford District Council
Uttlesford supports the identified substantial growth associated with the Cambridge and Southern Cluster knowledge economy and innovation corridor.
Given the proximity of this corridor to Uttlesford, we suggest that the Plan should encourage greater recognition that the innovation corridor extends beyond the Greater Cambridge boundary and includes Chesterford Research Park within Uttlesford. The Chesterford Research Park and the settlement of Great Chesterford should be seen as forming part of a single functional economic geography and should be reflected within long-term transport planning and infrastructure investment priorities. Sustainable transport networks should therefore be considered at the scale of the functional travel-to-work area, rather than being limited by administrative boundaries.
