Greater Cambridge Local Plan: Proposed Submission
Policy S/WNT: Waterbeach New Town
Respondent: Cambridgeshire Constabulary
Agent: James Lawson Planning
Representation Summary:
Cambridgeshire Constabulary and its Blue Light Partners (Cambridgeshire Fire & Rescue Service and the East of England Ambulance Service NHS Trust) are Essential Social Infrastructure Providers, who require developer funded Infrastructure/ facilities to mitigate and manage the impacts arising on service capacity from planned housing and population growth.
The draft Local Plan should therefore attribute appropriate recognition and a higher profile to the important role played by these bodies - in contributing to the creation of safe, cohesive, strong, healthy, vibrant and resilient new communities.
Cambridgeshire Constabulary (CC) and its Neighbourhood Policing Teams are operating at capacity, and the Waterbeach New Town site allocation (11,000 dwellings/ 33,000 population growth) would have a substantial impact on CC’s estate, vehicle fleet and staff operational assets and resources.
The requirement for developer funded contributions towards police infrastructure/ facilities should therefore be clearly referenced in the policy.
Change suggested by respondent:
Modification Requested
Under the subheading ‘Uses’ Section 8– add a new criterion m. as follows;
“m. Financial contributions to increase the capacity of local police, fire & rescue and ambulance facilities”
To be ‘Justified’ in National Planning Policy Framework (NPPF) terms the draft Local Plan should therefore attribute appropriate recognition and a higher profile to the important role played by these bodies - in contributing to the creation of safe, cohesive, strong, healthy, vibrant and resilient new communities.
The NPPF also requires Plans to set out the contributions expected from development.
In order to be ‘Sound’ the modification outlined above is required.
