Greater Cambridge Local Plan: Proposed Submission

Chapter 2: Development strategy

Representation ID: 214084

Received: 25/09/2026

Respondent: Gonville & Caius College

Legally compliant? Yes

Sound? No

Representation Summary:

This representation relates to a site submission (HELAA ref 200773: Land east of M11 at Duxford)

Caius supports the proposed Policy S/AMC/IWM AvTech Phase 1 allocation at IWM Duxford. However, it considers the Plan unsound because it fails to allocate land for AvTech Phase 2, comprising approximately 70,000 sqm of expansion employment space and 800 homes east of the M11. Caius argues the site is suitable, available and deliverable, the expansion aligns with national planning policy by supporting a nationally important priority employment sector, provides flexibility to meet future jobs and housing needs, and create opportunities for more sustainable transport, new community infrastructure including 40-hectare country park, while protecting heritage assets on nongreen
belt land with minimal off site strategic infrastructure investment.

Chapter 2: Development strategy

Representation ID: 214087

Received: 25/09/2026

Respondent: Gonville & Caius College

Legally compliant? Yes

Sound? No

Representation Summary:

This representation relates to a site submission (HELAA Ref: 54906 - Rectory Farm, Milton)

Caius considers Rectory Farm should be released from the Green Belt and allocated for development in the GCLP. The proposed Waterbeach to Cambridge raised busway will bisect the land, urbanising the landscape forming a distinct new boundary line. An updated masterplan proposes 1,500 homes and up to 100,000 sqm of commercial space. Phase 1 between the A10 and raised busway route could deliver 1,000 homes 40,000 sqm of commercial floorspace before the busway is implemented in years 6 -15.

Caius consider there are "exceptional circumstances" for Green Belt release. The site is in a highly sustainable location, given North East Cambridge has been paired back it would help meet local employment and housing needs in what is a major north south growth corridor, the busway creates both a new boundary line and will materially change the landscape and green belt characteristics of the site, and the site could in any event be considered "grey belt" land.

Policy BG/BG: Biodiversity and geodiversity

Representation ID: 214091

Received: 25/09/2026

Respondent: Gonville & Caius College

Legally compliant? Yes

Sound? No

Representation Summary:

Gonville & Caius College objects to the soundness of Policy BG/BG, which mandates a blanket 20% biodiversity net gain (BNG) for major developments. This exceeds the
statutory 10% requirement established by the Environment Act 2021 without clear local justification or site-specific viability evidence. Planning Practice Guidance discourages arbitrary area-wide increases above 10%. A uniform policy fails to account for diverse land typologies and, crucially, ignores the cumulative financial impact when combined with other Section 106 obligations and CIL. The policy should align with national policy or allow site-by-site assessments.

Policy H/AH: Affordable Housing

Representation ID: 214092

Received: 25/09/2026

Respondent: Gonville & Caius College

Representation Summary:

Gonville & Caius College acknowledges the high pressure on affordable housing within Greater Cambridge and agrees with the “headline” requirement for 40% affordability for new housing schemes of 10 units or more.
However, the College is concerned that this along with other S106 obligations – e.g. a minimum of 20% BNG, this could trigger more viability assessments, potentially reducing affordable housing delivery.

Caius supports the affordable housing exemptions for 40% or university-owned student accommodation redevelopments. However the College notes that strict policy requirements on other sites risk forcing students into the private rental market.

Policy J/AW: Affordable workspace and creative industries

Representation ID: 214095

Received: 25/09/2026

Respondent: Gonville & Caius College

Legally compliant? Yes

Sound? No

Representation Summary:

Gonville & Caius College objects to the soundness of Policy J/AW, arguing its blanket 10% affordable workspace requirement lacks rigorous, typology-specific evidence.

Applying a uniform requirement—plus between 20 –30% rental discounts in perpetuity—fails to account for distinct value and operational differences across industrial, storage, and logistics sectors. The cumulative impact of this policy alongside other Section 106 obligations and CIL could poses significant viability risks to broader employment delivery. Additionally, the payment-in-lieu metrics lacks consistency. The policy should be replaced with a flexible, scheme-specific assessment based on localized need and proven economic viability.

Policy S/AMC/IWM: Imperial War Museum, Duxford (inc. AvTech 1) Area of Major Change

Representation ID: 214096

Received: 25/09/2026

Respondent: Gonville & Caius College

Representation Summary:

Gonville & Caius College supports Policy S/AMC/IWM regarding the Imperial War Museum, Duxford Area of Major Change.
Caius is the adjacent landowner to IWM and is partnering with IWM and Henry Boot Developments. The three parties are actively progressing a masterplan-led hybrid
planning application for an advanced aviation and related uses technology centre alongside new conservation and storage facilities for IWM’s own use. The application proposals would fall within the draft policy’s supporting text .The College considers the policy sound and compliant with the NPPF. It is positively prepared, justified by the essential need for airside access to an operational airfield (for both AvTech and IWM),
