Greater Cambridge Local Plan: Proposed Submission
Policy CC/RE: Renewable energy projects and infrastructure
Representation ID: 214167
Received: 24/09/2026
Respondent: Historic England
Legally compliant? Yes
Sound? No
We support renewable energy development and the inclusion of a policy for renewable energy.
The Landscape Assessment – Part 2 is mainly landscape focused and does not appear to consider the historic environment in detail. We recognise the challenge in thoroughly assessing heritage at strategic scale and limitations of mapping, however it is important that the plan's policies includes suitable strong caveats to help explain these and set out what further assessment is needed through planning applications (i.e. detailed HIAs). We suggest changes to wording to ensure that the policy LSA Layer key is clearer and more robust.
Further to recent discussions with the Council, we recommend changes to Policy and supporting text regarding District Heat Networks.

Policy GP/ST: Skyline and tall buildings

Respondent: Historic England
Legally compliant? Yes

Maintaining the settings of heritage assets in Cambridge, including how they sit within the skyline from key viewpoints, is important. In rural areas, rural character should be maintained, and even in new settlements buildings should not over-dominate the wider landscape, with impacts exacerbated by relatively flat topography. Welcome inclusion of this policy and reference to site-by-site basis (criterion 1a), and detailed work undertaken in Skyline and Tall Buildings Strategy. We recommend minor textual amendments to ensure policy reflects latest advice note and does not imply a numerical scale for judging impacts (criteria 1b).

Historic England welcomes this policy.
We welcome the positive strategy for the historic environment as set out here and elsewhere in the Plan.
Criterion 1 – These should either be referred to as Heritage Impact Assessments or Heritage Statements. Please amend.
We welcome the changes to policy wording in criterion 2a and 2c.
Criterion 2 c needs an additional word ‘…access to a wider range of heritage assets…’
Paragraph 7.61 These should either be referred to as Heritage Impact Assessments or Heritage Statements. Please amend.

Policy GP/HA: Designated Heritage Assets
Representation ID: 214174

Criterion 1 sets an inappropriate tone. The clear overriding message should be that harm should be avoided in the first instance.
Criterion 5, and paragraphs 7.71-7.92 should be deleted because the reference to enable development is inappropriate in the Local Plan context. By definition within the NPPF, enabling development is development that is not otherwise in accordance with adopted policy. We are therefore of the view that a policy on enabling development is not a necessary component. A local plan should adequately set out a positive strategy for the historic environment without the need to include such a policy.

We welcome the changes made to the policy wording.
Paragraphs 7.91 and 7.92 repeat the need for scheduled monument consent. This seems to be unnecessary duplication, and we suggest deletion of the penultimate sentence of para 7.91.
