Policy S/AMC/NEC: North East Cambridge Area of Major Change

Representation ID: 213936

Received: 24/09/2026

Respondent: Historic England

Legally compliant? Yes

Sound? No

Representation Summary:

We broadly welcome the allocation of this site. It will be important that the policy ensures the protection and enhancement of the historic environment including the conservation areas, river corridor and wider cityscape.

There are several nearby Conservation Areas and associated listed buildings, and the River Cam, meadows and its setting are an important part of the City's wider setting. The site also sits at an important gateway to the City and forms an important edge. Development within this area has the potential to harm the significance of these assets and affect the City's wider setting.

To ensure soundness: the HIA prepared for NEC should be included in the Plan's evidence base and its recommendations incorporated in the policy; references should be made to the Conservation Area and river; and there should be a new criterion requiring careful consideration of impacts on the Conservation Areas and River as well as views into the City and an appropriate urban edge.

We are concerned about potential increases in heights in both the existing Science Park and also the land to the east of Milton Road and impacts on views from Ditton Meadows and the Conservation Areas as well as wider views approaching the City from the north-east and east. References to increased heights at criterion 3b, 12b, are not supported by references to strategic views/setting of the city and potential impacts heights on heritage assets.
