Greater Cambridge Local Plan: Proposed Submission

Policy S/JH: New jobs and homes

Representation ID: 213136

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon objects to Draft Policy S/JH because it plans for at least 73,300 additional jobs while only providing the minimum Standard Method housing requirement, worsening Greater Cambridge's existing jobs-homes imbalance. The strategy fails to support Government ambitions for Cambridge's growth, address housing affordability constraints, or improve the area's low homes-to-jobs ratio. Pigeon also challenges the Council's reliance on 2011 commuting assumptions, which reflect historic housing undersupply rather than a sound basis for future planning. Accordingly, the policy is considered not positively prepared, justified, effective or consistent with national policy.

Policy S/DS: Development strategy

Representation ID: 213137

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon contend Policy S/DS is unsound (not positively prepared, justified, effective or consistent with national-policy) Whilst the broad settlement hierarchy is supported, the Plan fails to provide sufficient housing overall, relies excessively on New Settlements (44% of supply) despite known delivery risks, and proposes an inadequate housing buffer given the fragility of the housing trajectory and five-year supply position. The strategy also unjustifiably reduces growth in villages, limiting housing choice, affordability and rural vitality. Sustainable villages such as Hardwick should play a greater role through additional small and medium-sized allocations to provide a more balanced, flexible and deliverable housing supply.

Policy S/DE: Defined development extents

Representation ID: 213138

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon object to Policy S/DE as unsound, not justified and is inconsistent with national policy. The policy applies an overly restrictive approach to development outside settlement development extents and largely replicates the 2018 Local Plan despite changes to national policy. It is more restrictive than the NPPF's approach to development beyond settlements and risks attracting very limited weight following adoption. The lack of flexibility could hinder delivery of neighbourhood housing needs, reduce affordable housing opportunities, constrain sustainable windfall development, undermine village vitality, and make it harder to maintain a robust five-year housing land supply. Policy S/DS: Development strategy

Representation ID: 213139

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon consider Policy S/RRA unsound due to insufficient rural housing allocations, totalling only 210 homes, failure to meet local market and affordable needs or national policy expectations for small and medium-sized sites. Over-reliance on strategic sites and windfalls reduces delivery resilience, worsens affordability and commuting, undermines village services, and fails to capitalise on transport investment. Additional allocations are required in sustainable villages, including Land South of St Neots Road, Hardwick, which is suitable, available and deliverable within five years, without significant harm. Its allocation would support local needs, sustainable-travel, village vitality and the Council’s marginal supply buffer. See full response.

Appendices

Representation ID: 213140

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon considers Appendix D unsound because its projected delivery rates are unrealistic and the Councils cannot currently demonstrate a five-year housing land supply. Even on the Councils’ assumptions, supply would be 5.03 years at adoption using the nationally preferred Sedgefield method, with no justification for using Liverpool. The trajectory is therefore highly vulnerable to delays, reflecting excessive reliance on large strategic sites and insufficient small and medium-sized allocations. Allocating deliverable sites such as Land South of St Neots Road, Hardwick, would support early delivery and resilience. Appendix D is therefore not positively prepared, justified, effective or consistent with national policy.

Chapter 2: Development strategy

Representation ID: 213141

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

This representation relates to a site submission (HELAA ref 40273 Land South of St Neots Road, Hardwick)

Pigeon objects to the Hardwick inset map because it omits Land South of St Neots Road for 138 homes. Despite Hardwick being a sustainable village accessible to jobs, services and committed transport improvements, the Plan makes no residential allocations there. This risks unmet market and affordable housing needs, increased commuting, weakened village services and reduced delivery resilience. The site is suitable, available and achievable, could deliver within five years, and would strengthen the Council’s marginal housing supply. The inset map is therefore not positively prepared, justified, effective or consistent with national policy and should be amended to allocate the site.

Policy S/SH: Settlement hierarchy

Representation ID: 213142

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon supports the broad settlement hierarchy but objects to Policy S/SH as unsound. Its arbitrary limits of eight homes in Group Villages and 30 in Minor Rural Centres are unjustified, inflexible and inconsistent with national policy supporting locally responsive rural growth. The restrictions overlook local housing needs, village services, planned transport infrastructure and sustainable accessibility, while preventing proportionate development that could sustain village vitality and diversify housing supply. Keeping Group Village schemes below the affordable housing threshold also undermines affordable housing delivery. The numerical limits should be deleted and replaced with a flexible, criteria-based approach reflecting circumstances and infrastructure capacity.

Policies Map

Representation ID: 213981

Received: 24/09/2026

Respondent: Pigeon

Agent: Savills UK

Legally compliant? Yes

Sound? No

Representation Summary:

Pigeon strongly objects to the proposed inset
map for Hardwick on the grounds that it does not allocate Land South of St Neots Road, St Neots for residential
development. Accordingly, the inset map is not positively prepared, justified, effective or consistent with national
policy.
