Draft Greater Cambridge Local Plan for consultation
Policy S/WC: West Cambridge
Representation ID: 201343
Received: 13/01/2026
Respondent: University of Cambridge
I am against development of the West Fields site off Barton Road and I support the city council, which I believe has rejected this site. It is part of the Green Belt, which is an important part of what makes Cambridge attractive and liveable for residents, visitors, and scientific / business companies. The site is also prone to flooding.

Policy WS/CH: Cultural and creative hubs
Representation ID: 203618
Received: 29/01/2026
Respondent: University of Cambridge
I support Cambridge Junction in asking that:
operational sustainability (management, revenue, long-term viability) is explicitly required alongside spatial and design briefs flexibility is embedded to allow culture to evolve over time
stronger links are made to delivery mechanisms, including the Cultural Infrastructure Strategy and partnership models
This ensures cultural hubs are viable, adaptable and resilient.
I support Create Cambridge in asking that:
the Agent of Change principle is explicitly embedded, placing responsibility for mitigation on new residential development, not existing venues
major developments demonstrate equitable access, including late-evening public transport, so hubs serve the wider region, not only immediate residents

Policy WS/NC: Meeting the needs of new and growing Communities
Representation ID: 203620
Received: 29/01/2026
Respondent: University of Cambridge
I support Cambridge Junction and Create Cambridge in asking that:
• cultural infrastructure’s ongoing revenue and organisational capacity needs are recognised, not just physical buildings
• culture is embedded in cross-cutting outcomes (innovation, health, education, community resilience)
• partnership frameworks between councils, cultural organisations and communities are referenced as delivery mechanisms
This aligns community infrastructure with lived cultural use.

Climate Change
Representation ID: 203623
Received: 29/01/2026
Respondent: University of Cambridge
I support Cambridge Junction and Create Cambridge in asking that:
• cultural infrastructure’s contribution to climate outcomes (adaptive reuse, shared spaces, walkable places) is explicitly recognised
• culture is embedded within this chapter, not treated solely as a social outcome
Cultural venues support low-carbon placemaking and should be reflected in climate policy.

Policy J/AW: Affordable workspace and creative industries
Representation ID: 203625
Received: 29/01/2026
Respondent: University of Cambridge
I support Cambridge Junction and Create Cambridge in asking that:
• “Affordable Office Space” is clearly distinguished from “Cultural Production Space”
• genuinely affordable cultural production space is required (e.g. peppercorn, with rental charges well-below market rates and established based on evidence, ie Wysing Arts Centre’s research on affordable artist studios)
• rehearsal, making and sole-use studios are prioritised over generic co-working
• a minimum requirement (e.g., 10% in schemes over 1,000 sqm) is introduced
This safeguards usable creative space from being diluted.

Policy WS/MU: Meanwhile uses during long term redevelopments
Representation ID: 203627
Received: 29/01/2026
Respondent: University of Cambridge
I support Create Cambridge in asking that:
a Meanwhile Strategy is required at validation for Areas of Major Change and large phased developments
strategies set out activation of vacant sites, governance arrangements, exit pathways to permanent provision
cultural/community uses are embedded throughout long construction periods, not only at completion
long-term vacant units are proactively enabled for cultural use; artists involved in shaping terms
clear exit pathways prevent displacement when redevelopment proceeds
creative commons/Creative Land Trust-style models are explored to secure permanent affordable space
Create Cambridge is engaged as a key consultee on delivery models, drawing on national and international precedents

Policy S/NEC: North East Cambridge
Representation ID: 203631
Received: 29/01/2026
Respondent: University of Cambridge
I support Create Cambridge in asking that:
• delivery of a cultural anchor (venue, arts centre or artist studios) is required in Phase 1
• cultural provision is not deferred to later phases, where it is at risk of non-delivery
• Create Cambridge is engaged as an advisor/consultee on plans and proposals for cultural infrastructure as part of new developments
Early cultural infrastructure is essential to avoid dormitory development and support identity, cohesion and liveability.

Policy I/ID: Infrastructure and delivery
Representation ID: 203633
Received: 29/01/2026
Respondent: University of Cambridge
I support Cambridge Junction/Create Cambridge in asking that:
cultural infrastructure is recognised as core civic infrastructure
cultural venues are integrated into infrastructure planning, phasing and investment pathways
a partnership-owned Cultural Infrastructure Pipeline is established for new provision and renewal
despite hight cultural participation (classed as “low cultural need”), the Plan recognises that significant investment is required
coordinated public/private/philanthropic investment is enabled, including visitor-linked and locally retained funding, with findings embedded in infrastructure planning
community asset transfer is strengthened with governance support, capital access, enabling genuine community ownership
Create Cambridge is engaged as an advisor on cultural infrastructure, strategy development
