PE support the need for an appropriately located “centre” to the scheme, but further work is required to determine the most appropriate location for this accounting for a range of factors. Site topography and building heights will be important considerations, but there will be wider considerations including proximity and access to nearby communities, the mix of uses proposed, the phasing of development and related to this the infrastructure required to support the delivery of such facilities. The policy should therefore be amended to support the identification of a site for a new local centre, but leave flexibility in the policy to find the appropriate design led response.

PE support principle of town and neighbourhood centres;
however, further work is required to establish how many
centres and what facilities can be supported by the proposed 6,000 homes. Great care will be required to consider the appropriate number of centres, their make up, scale and mix of uses, to ensure the objective of a vibrant, walkable new community is achieved. This may require decisions which weigh up the merits of fewer, larger “centres” vs a dispersed approach to amenity provision. This should be design led and not pre-judged by the policy.
