Papworth Everard Parish Council support Policy S/AMC/PH: Papworth Hospital.

Policy S/AMC/PH mirrors Policy E/6 of the adopted Local Plan 2018 and remains valid for the reasons set out in full, as fully evidenced based, in the adopted Local Plan 2018. The reasons and evidence remain current and valid, and justify Policy S/AMC/PH.

Papworth Everard is now on a par with Group Villages and should be accorded Group Village status as a consequence of the loss of over 1000 jobs, following relocation of Papworth Hospital.

Papworth Everard Parish Council objects to Policy S/SH: Settlement Hierarchy.

Subsequent to the adoption of the Local Plan 2018, Papworth Hospital has relocated away from the village with the consequent loss of over 1000 jobs. This loss of employment is incredibly significant, and the knock-on effect to the sustainability of the village as a whole must be appreciated and reflected in policy. Public transport (bus services) have reduced, and local services and businesses hit.

Papworth Everard is now no longer on a par with, e.g., Bar Hill, and other Minor Rural Centres. Instead, Papworth Everard is now on a par with Group Villages and should be accorded Group Village status as a consequence.

Policy S/CBN needs to be amended to be legally compliant. Policy S/CBN needs to be amended to make it sound. GCP must comply with its duty to co-operate (SCI). There been NO ENGAGEMENT by GCP with Papworth Everard Parish Council despite Papworth Everard Parish Council being a statutory consultee for planning applications and an important stakeholder that is materially affected by what is proposed by GCP. Importantly, this lack of engagement is in marked contrast to the approach taken by SCDC in previous Local Plans where there was pro-active engagement by the SCDC policy team led by Jonathon Dixon and Caroline Hunt of SCDC.

Carry Forward Policy H/4: Papworth West Central from the adopted Local Plan 2018, to sate as follows:

Policy: Papworth Everard West Central
1. Redevelopment of Papworth Everard West Central, as defined on the
Policies Map, must be aimed at the continued invigoration of the village
centre with the principle of providing a mix of uses including community
uses, employment uses and limited housing development.
2. Any scheme for redevelopment must:
a. Be well related to, and respect the character of, Papworth Everard; and
b. Integrate with surrounding development including the new
residential development to the south.

Papworth Everard Parish Council cannot see that Policy H/4: Papworth West Central has been carried forward from the adopted Local Plan 2018.

Policy H/4 of the adopted Local Plan 2018 remains valid for the reasons set out in full, as fully evidenced based, in the adopted Local Plan 2018. The reasons and evidence remain current and valid, and justify the maintenance of Policy H/4 for sites in the policy area.

1) the PVAA designations in Papworth Everard of Policy NH/11 of the adopted Local Plan 2018;
2) the Local Green Space sites NH/12-062 - Jubilee Green, Papworth Everard, NH/12-063 - Meadow at western end of Church Lane, Papworth Everard, NH/12-064 - Papworth Hall, Papworth Everard and NH/12-065 - Village Playing Field, Papworth Everard of the adopted Local Plan 2018;
3) the Conservation Area;
4) the SSSI and Woodland Areas; and
5) the Papworth Everard Village Design Guide SPD

(and other important aspects/policies/considerations) must be carried forward from the adopted Local Plan 2018 in full. The Parish Council supports GCP in not bringing forward these sites for the reasons set out in the HELAA assessment.
