Draft Greater Cambridge Local Plan for consultation

Policy I/DI: Digital and telecommunications infrastructure

Representation ID: 204061

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Broadly support - however many new developments remain fibre inaccessible potentially due to unadopted roads or leasehold owner creating complicated installation requirements such as in blocks of flats.

Planning permissions particularly for new developments should make access to full market of fibre providers an essential requirement for development. Some conditions/ covenants/ contracts etc to homeowners in developments are preventing access. In Orchard Park on Cranesbill Road some fibre providers won't install on unadopted roads and flat owners are forced to negotiation for years with management companies to get fibre installed.

Rest of the Rural Area

Representation ID: 204184

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Some A14 mitigation sites included in Histon& Impington neighbourhood plan are missing please rectify. In particular site opposite 68-76 Cambridge Road, Impington is missing. This is the site closest to the road network.

This undeveloped site provides significant mitigation from A14 through biodiversity and noise, development would create hard surfaces for noise to reflect off. Significant nature loss of this area occurred during A14 upgrade, nature protects quality of life for residents here. This site protects neighbours from a 6 land trunk road.

Really important local site. Please include full extent of A14 mitigation area currently only northern paddock included.

About the Plan

Representation ID: 204741

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

A critique of the plan would be that major housing development sizes are north/ northwest of the city outside the green belt and a large amount of employment sites are south.

The current public transport model is hub and spoke with a congested spoke/city centre. These are challenging problems but bearing in mind the relative flexibility of the jobs market vs the inflexibility of public transport options it arguably designs in continued reliance on cars for the majority of south cambs residents.

Aspirations for public transport ring roads or some alternative solution feel necessary.
