Policy S/DS: Development strategy

Representation ID: 203887

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

The view seems to be largely sensible although I remain unconvinced that you can plan all business development in the manner a local plan and this implies. It doesn't particularly respond to the inherent creativity and unpredictability of business - you don't know when the next Dyson will come from. Or where his business starts or wants to expand he stopped manufacturing in the UK as the planning system was insufficiently responsive. It doesn't mean completely unregulated development but making sure the approach has some additional flexibility and responsiveness.

Policy S/SH: Settlement hierarchy

Representation ID: 203888

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

It is unhelpful to call the largest villages rural centres, they are not rural and this locks people out of planning discussions as is counterintuitive.

Minor rural centres are rural in character.

Largely supportive.

My biggest reservation is that infill villages unless located on major transport corridors will remain effectively locked out of reliable and frequent public transport opportunities (which is extraordinarily expensive whether in public or private ownership) 100s of villages will be stopped from getting good public transport. if a village wanted to grow to sufficient size that it could support public transport can they?

Policy S/HHR: Land between Huntingdon Road and Histon Road

Representation ID: 203954

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

I'm sure I read something about noise barriers (can't see today) it is really important that earth bunds should be prioritised and if not any noise barriers must be absorbant and not reflective. Reflective barriers along Orchard Park have increased noise issues.

Policy CC/IW: Integrated water management, sustainable drainage and water quality

Representation ID: 203978

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

In pavement verges come and go in fashion. Orchard Park has beautiful treelined streets, but the wrong species in the wrong place is wrecking pavements. We are retrofitting the community with verges which operate as rain gardens and can help alleviate flooding as even with 'permeable' surfaces such as blocked paving water pools, but drains in planted areas. Verges can be more than grass, add aesthetic beauty and relief, can attract pollinators and can be used strategically. Can we have greener water managing streetscapes.

Policy CC/CE: Supporting a circular economy and sustainable resource use

Representation ID: 203987

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Is planning supportive of spaces reserved in new towns and new settlements where repair work can take place. Ie are we not having estates where say running a bike repair business breaks a covenant and no one can repair bikes at home. Established communities often have more spare space which can be repurposed for repair businesses and organisations. Are repair options being built into our rural economy and preserved in our city as competition for space increases?

Biodiversity and green spaces

Representation ID: 203993

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Strongly support doubling nature aspiration, strongly support this, this is what many people want, all political parties at local level express support for this, really important it retains what is valuable about our area and creates an attractive place to live which is internationally competitive. Would like to see government support this is really important for the prosperity of our area, greater Cambridge must continue to be a nice place to live.

Policy BG/TC: Improving tree canopy cover and the tree population

Representation ID: 204001

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

I support this. Trees make lovely places to live. Orchard Park's trees are wonderful but some are the wrong species for the wrong place and are trashing pavements in many locations. this could have been avoided by better design and better species choice. Please can there be more guidance and real consideration of where the right place for species like London Planes is as it creates real issues for local residents for whom pavements become unusable. Would like to see greater specificity in terms of street scape trees.

Policy H/HM: Housing mix

Representation ID: 204021

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Many 20-30 year olds live in HMOs, priced out of other options. If we are to be globally competitive I believe we need to strive to prioritise some better and more stable housing options such as one bedroom co housing developments. Young people often want to live close to the city. We are trying to attract the best minds and support our wonderful young people. We are losing amazing people to other more affordable cities internationally (eg Helsinki). I would like to see specific reference to who 1 bed properties are considered for. Retirement needs are different from young people's.

Policy H/MO: Houses in multiple occupation (HMOs)

Representation ID: 204035

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Would like specific detail about what 'over concentration' of HMOs means. Orchard Park probably already over dense with HMOs. Great to see policy rolled out to area beyond city boundaries. Really urgent issue for Orchard park, creating community tension. Do not want to see replicated in Darwin Green or potentially Histon & Impington although currently His/Imp could accommodate more of HMOs. We do also need to make sure the people who live in HMOs have access to good quality housing alternatives, they are the area's future. Too high density of HMOs makes community universally less attractive including for occupants.

Policy I/SD: Servicing and last-mile deliveries

Representation ID: 204052

Received: 30/01/2026

Respondent: Histon and Impington Parish Council

Representation Summary:

Can't see mention of lockers, I would hope planning authority would be supportive of proposals to install lockers in communities to avoid unnecessary car journeys.

Currently many unnecessary journeys to Milton where Tescos hosts lockers, would like to see accessible space in new towns and strong support for installation of lockers in existing communities.
