In order to achieve a process of comprehensive and coordinated development across the site, we support Cambridge Past, Present and Future’s recommendation to establish a Special Purpose Vehicle such as a locally-controlled Development Corporation to ensure that the vision for the area can be properly realised.

Any new or changed designs for junctions should be subject to public consultation.

It is essential that access is maintained for people walking and cycling throughout all periods of construction and that where diversions are necessary, these are convenient, adequately signed and accessible for people of all ages and abilities to navigate by cycle or on foot. Where necessary to achieve this, roadspace should be temporarily re-allocated from motor vehicles and additional diversions implemented for motor vehicles to enable this. It is especially important on key routes such as the busway cycleway.

This Policy states that planning applications for major development within the North
East Area Action Plan area will be supported subject to a number of criteria. This
includes, inter alia, demonstrating the development will make an appropriate and
proportionate contribution to site wide infrastructure and be supported by a
comprehensive masterplan that accords with the overarching AAP Spatial
Framework and other AAP policies, including, where appropriate:
i. The ability to connect and contribute to Area Action Plan-wide utilities and
communications grids; and
ii. The setting aside of land for strategic and site-specific infrastructure provision.
Representations in respect of the setting aside of land for CAM are provided in
response to Question 2 and Policy 19.
It also needs to be recognised that the adopted plans of South Cambridgeshire
District Council and Cambridge City Council make it clear that planning applications
are capable of being submitted and granted planning permission in advance of the
AAP being adopted (South Cambridgeshire Local Plan Policy SS/4 and Cambridge
City Local Plan Policy 15).
The approach in the recently adopted local plan in respect of early submissions
should not be watered down through the AAP process, indeed, through the AAP
process the opportunity to bring forward Land at Cambridge North early should be
explicitly acknowledged as beneficial to the regeneration of the area, creating a
sense of place and arrival around the new Station and evidencing in commercial
terms how the low parking ratios might work.

the land currently occupied by the Veolia waste recycling facility would be redeveloped for
business (B1) and housing with the adjacent land redeveloped for business and town centre uses
and housing. The proposed buildings on the site would be up to a maximum of 8 storeys, and on
the neighbouring land the buildings would be up to a maximum of 13 storeys high. However, it is
expected that the existing waste recycling transfer facility would continue to operate for a
temporary period or indefinitely if a suitable alternative relocation site is not identified. Therefore,
an appropriate phasing of redevelopment sites must be provided to ensure that proposed uses
are compatible with existing business operations on adjacent sites and in close proximity,
including for the existing waste recycling transfer facility off Cowley Road, in order to avoid
potential noise and residential impacts. However, as outlined above the existing Veolia operation
will only relocate if they can make the land viable.

environmental constraints. There is a single development strategy for Cambridge Science Park i.e.
intensification of existing employment floorspace, redevelopment of under-utilised buildings and
car parks, reduction of car parking, and building heights of 4 to 5 storeys. The proposed
redevelopment of the building at 127 – 136 Cambridge Science Park would be consistent with the
development strategy for this area, and as such could be integrated with any future redevelopment
of neighbouring buildings.

Policy 23b as drafted seeks to require all major development proposals to be supported by a
comprehensive masterplan. This is an appropriate requirement for largescale major development
proposals which might relate to a significant element of the North East Cambridge Area overall.
However, smaller scale major development proposals at the individual plot level on the Science Park
in particular (which may for example comprise the provision of a single building) are unlikely to
be sufficiently large enough so as to warrant a masterplan approach. Such development proposals
remain capable of a proportionate contribution to the achievement of the vision and strategic
objectives for North East Cambridge, however.
The proposed policy should be worded to reflect such circumstances.
