I don't see car parking per se as an issue, if it's far less convenient to use your car, especially for short journeys, than other modes of transport. Let people own cars but they have to park them 10 minutes walk from their house, bar a very short waiting time for dropping off goods. Make cycle parking outside people's front doors, and direct cycle routes to where people want to go, whereas it's a bit of a faff getting to your car and then the first few minutes of your journey.
