Yes, I think some clusters of tall buildings would be ok, but the design should be of the highest-standard (CB1 is NOT a good example here) and the layout should be such that it does not create unfriendly 'street canyons' or wind tunnels which cause air pollution issues (such as that on Great Northern Road).
