I cross Milton Road by cycle or foot every day and don't see this as a problem.
The main transport problems on this area of Milton Road relate to the relative locations of the multiple sets of traffic lights and the extremely poor co-ordination between them, leading to unnecessarily large delays, congestion, and general frustration of road users. So option C: reconfiguring Milton Road is best.
