In general I am wary of trying to penalise drivers in this way as people will have cars anyway it will just lead them to other problems such as excessive on road parking. It is better to reduce dependence on cars by providing viable alternatives and reducing convenience of cars (for example by providing parking underground or at a slight distance from accommodation).
