It is absolutely vital that the sustainable transport infrastructure for walking, cycling and public transport be delivered prior to significant development; preferably all of the walking and cycling grid would be delivered before ANY development.
Patterns of transport get ingrained early and if car-centric options are the only ones available at the early stages then it will take decades to undo those bad habits.
