The plan should seek to increase levels of social activity around railway stations, by locating jobs, businesses, shops and other destinations nearby within easy walking distance. The height of the buildings is less important than whether or not they achieve this goal. You can find examples in this world of tall buildings with dreary and desolate surroundings, compared to 3-4 story buildings in lively, active neighbourhoods. And the other way around too.
