This question makes it sound as though the "vision" is for a vastly too high density of building in the area. If building density is too high, the area will NOT be attractive, and more particularly it will become less and less attractive over time. Traditional open space provision is absolutely essential.
"Maximising development potential" should ABSOLUTELY NOT be the primary aim.
