Yes, clusters of taller buildings should be used - we need to make housing more dense in the very-crowded UK. It's been done very successfully at Eddington, and I think we can use that (or the Aylesbury Estate shown here, or the area around the Olympic Park in London) as model. There's an ingrained prejudice against taller buildings in Cambridge, but I think the flat, lowlying sprawl that occurs is worse. The varied skyline is pleasant. I mean, not skyscrapers, but as at Eddington.
